VILLAR AN ACT INSTITUTIONALIZING THE GRANT OF TRANSPORTATION ALLOWANCE FOR ALL GOVERNMENT EMPLOYEES AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Transportation takes a huge chunk of an employee's paycheck. With the sharp increase in the price of petroleum, they have to allocate a bigger portion of their budget for fare and/or gasoline. This reduces the ability of the employees to defray their daily expenses and fully enjoy the fruit of their labor. They are usually left with a very small amount to spend for their wants after deducting the portions to be allocated to their essential needs. Government employees are the backbone of the government. They are the service front liners and they keep the government operations going. They play a vital role in furtherance of the government's initiative towards becoming a progressive and developed country. Caring for their welfare and addressing their concerns should be given primary importance. Thus, in order to ease or alleviate the financial burden of the government employees, this bill seeks to grant transportation allowance to government employees with permanent status. This is a manifestation that the government shows no partiality and treats its employees with equal importance. This proposal aims to ease the financial burden brought to employees of the government by the surge in the price of gasoline which directly affects their day-to- day expenses. It will increase the take home pay of the employees in order to give room to cover other miscellaneous expenses.

VILLAR AN ACT INSTITUTIONALIZING THE GRANT OF TRANSPORTATION ALLOWANCE FOR ALL GOVERNMENT EMPLOYEES AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This act shall be known as the "Grant of Transportation

2 Allowance for Government Employees Act"

Sec. 2. Declaration of Policy. - The State recognizes the vital role that

4 government employees play in furtherance of the country's development and growth. 5 They are at the front seat of the government's economic vehicle and are essential to 6 keep it running. The government acknowledges the challenges they face amidst the 7 financial crisis brought about by the sudden surge in petroleum prices. Thus, it is the government's aim to alleviate their burden and help them defray 9 their essential expenses by granting them transportation allowance.

Sec. 3. Coverage. - This Act shall cover all government employees with

permanent status, regardless of years in service.

Sec. 4. Mandatory Payment of Transportation Allowance. - All government

employees with permanent status, regardless of number of years in service, shall be entitled to transportation allowance amounting to Two thousand pesos (P 2,000.00).

Sec. 5. Implementing Rules. - Within sixty days from the enactment of this law,

the Department of Budget and Management (DBM) shall promulgate the guidelines for this Act.

Sec. 6. Separability Clause. - If any provision of this Act is declared invalid or

2 unconstitutional, the other provisions hereof which are not affected thereby shall continue to be in full force and effect.

Sec. 7. Repealing Clause. - All laws, decrees, executive orders, letters of

instructions, proclamations, rules and regulations, or parts thereof inconsistent with this Act shall be deemed notified, amended, or repealed accordingly.

Sec. 8. Effectivity Clause. - This Act shall take effect fifteen (15) days after its

8 complete publication in the Official Gazette or a newspaper of general circulation. Approved,
