How Bill Buddy is built, and how to read it.

What this is

Bill Buddy tracks the Philippine Senate, 20th Congress. For every senator it builds a scorecard — measures sponsored and co-sponsored, and the mix of issue areas they work on. For every bill and resolution it provides a plain-language summary so an ordinary citizen can understand what the measure does.

Where the data comes from

Everything is sourced from the official Senate site, senate.gov.ph. Each measure links back to its official record. We update daily.

How summaries are written

Summaries are AI-generated and source-grounded: the model is given the measure’s official record (full title, subjects, committee, status) and asked to describe it neutrally, without opinion. It is instructed to use only the provided record and never to invent facts.

AI-generated summaries may contain errors. Always verify against the official Senate source before relying on a summary. Every summary carries a report button — tell us when something looks wrong.

Note: Senate bill PDFs are published as scanned images without machine-readable text, so v1 summaries are grounded in the structured official metadata rather than the full body text. Full-text understanding (via OCR) is a planned enhancement.

Neutrality

Bill Buddy takes no position. Summaries are written to be neutral and non-interpretive — no praise, no criticism. The goal is civic transparency, not advocacy.
