Senate Office of the Secretary TWENTIETH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES 25 NOV 12 P5:40 First Regular Session ] RECEIVED BY: SENATE S.B. No. 1515 Introduced by SEN. WIN GATCHALIAN AN ACT ORGANIZING THE 'NASYONAL NA PEDERASON NG SANGGUNIANG KABATAAN' AND PROVIDING FOR MEMBERSHIP OF ITS ELECTED PRESIDENT IN THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES, AMENDING FOR THIS PURPOSE SECTIONS 21 AND 22 OF REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE "SANGGUNIANG KABATAAN REFORM ACT OF 2015" EXPLANATORY NOTE The Sangguniang Kabataan has provided the youth with an avenue for participation in various levels of local government, particularly in local legislation and implementation of programs and projects. However, no national organization was created under Republic Act No. 10742, or the Sangguniang Kabataan Reform Act of 2015, that will further strengthen the Sangguniang Kabataan's vital role in nation- building and promote more efficient and effective networking and consensus-building among its members, particularly in addressing governance issues and project implementation. Accordingly, this bill seeks to establish a national federation for the Sangguniang Kabataan and to provide for the membership of the elected President in the Union of Local Authorities of the Philippines. In view of the foregoing, the approval of this bill earnestly sought. WIN GATCHALIAN
