WIN GATCHALIAN AN ACT ORGANIZING THE 'NASYONAL NA PEDERASON NG SANGGUNIANG KABATAAN' AND PROVIDING FOR MEMBERSHIP OF ITS ELECTED PRESIDENT IN THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES, AMENDING FOR THIS PURPOSE SECTIONS 21 AND 22 OF REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE "SANGGUNIANG KABATAAN REFORM ACT OF 2015" EXPLANATORY NOTE The Sangguniang Kabataan has provided the youth with an avenue for participation in various levels of local government, particularly in local legislation and implementation of programs and projects. However, no national organization was created under Republic Act No. 10742, or the Sangguniang Kabataan Reform Act of 2015, that will further strengthen the Sangguniang Kabataan's vital role in nation- building and promote more efficient and effective networking and consensus-building among its members, particularly in addressing governance issues and project implementation. Accordingly, this bill seeks to establish a national federation for the Sangguniang Kabataan and to provide for the membership of the elected President in the Union of Local Authorities of the Philippines. WIN GATCHALIAN AN ACT ORGANIZING THE 'NASYONAL NA PEDERASYON NG SANGGUNIANG KABATAAN' AND PROVIDING FOR MEMBERSHIP OF ITS ELECTED PRESIDENT IN THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES, AMENDING FOR THIS PURPOSE SECTIONS 21 AND 22 OF REPUBLIC ACT NO. 10742, OTHERWISE KNOWN AS THE "SANGGUNIANG KABATAAN REFORM ACT OF 2015" Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. Section 21 of Republic Act No. 10742 or the "Sangguniang
Kabataan Reform Act of 2015" is hereby amended to read as follows: "SEC. 21. Pederasyon ng Sangguniang Kabataan. - (a) There shall be an organization of the Pederasyon ng mga Sangguniang Kabataan to be known as follows: (1) In municipalities, Pambayang Pederasyon ng mga Sangguniang Kabataan which shall be composed of the Sangguniang Kabataan chairpersons of barangays in the municipality; (2) In cities, the Panlungsod na Pederasyon ng mga Sangguniang Kabataan which shall be composed of the Sangguniang Kabataan chairpersons of barangays in the city; [and]
(3) •In provinces, Panlalawigang Pederasyon ng mga Sangguniang Kabataan which shall be composed of the convenors of the Pambayan and Panlungsod na Pederasyon ng mga Sangguniang Kabataan [-]; AND (4) AT THE NATIONAL LEVEL, NASYONAL NA PEDERASYON NG MGA SANGGUNIANG KABATAAN WHICH SHALL BE COMPOSED OF THE ELECTED PRESIDENTS OF THE PANLALAWIGANG PEDERASYON NG MGA SANGGUNIANG KABATAAN. X XX"
SEC. 2. Section 22 of Republic Act No. 10742 is hereby amended to read
as follows: "SEC. 22. Membership in the Sanggunian and Local Special Bodies. - (a) The duly elected president of the Pederasyon ng Sangguniang Kabataan, at all levels, shall serve as ex officio member of the Sangguniang Bayan, Sangguniang Panlungsod, [and] Sangguniang Panlalawigan AND THE UNION OF LOCAL AUTHORITIES OF THE PHILIPPINES, respectively; xxx"
SEC. 3. Implementing Rules and Regulations (IRR). - The National Youth
Commission, the DILG, and the Union of Local Authorities of the Philippines, in consultation with the local government leagues, and various youth organizations and youth-serving organizations shall be tasked to come up, within sixty (60) days upon approval of this Act, with the IRR needed for the implementation of this Act.
SEC. 4. Separability Clause. - If any provision or part of this Act be
declared invalid or unconstitutional, the other provisions or parts not affected thereby shall remain valid and in full force and effect.
SEC. 5. Repealing Clause. - All laws, decrees, orders, resolutions and
other issuances, or portions thereof, which are inconsistent with the provisions of this Act, are hereby repealed, amended or modified accordingly.
SEC. 6. Effectivity. - This Act shall take effect fifteen (15) days after its
