Despite past adjustments, their salaries remain insufficient to keep pace with inflation, family needs, and today's economic realities. Teachers carry the heavy responsibility of shaping the minds and values of the nation's youth. Yet many of them still struggle to make ends meet, often resorting to extra work outside teaching. This undermines the dignity of the profession and risks driving competent and passionate teachers away from public service. By granting an across-the-board salary increase of Ten Thousand Pesos (PHP 10,000.00) to all public school teachers, this measure invests in quality education, recognizes the indispensable role of teachers in nation-building, and provides support to uplift their socio- economic well-being. Tulfo AN ACT PROVIDING FOR AN ACROSS-THE-BOARD INCREASE IN THE BASIC MONTHLY SALARY OF PUBLIC SCHOOL TEACHERS, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. Short Title. - This Act shall be known as the

"Dagdag Sahod Para sa Guro Act"

SEC. 2. Declaration of Policy. - It is the policy of the State to

promote and improve the social and economic status of public school teachers, their living and working conditions, their terms of employment, and career prospects in order that they may compare favorably with existing opportunities in other walks of life and attract and retain in the teaching profession more people with the proper qualifications.

SEC. 3. Coverage. - This Act shall apply to all public school

teachers employed under the Department of Education (DepEd), whether permanent, contractual, or provisional.

SEC. 4. Across-the-Board Salary Increase - All public school

teachers under Sec. 3 of this Act shall be granted an across-the-board

salary increase of Ten Thousand Pesos (PHP 10,000), in addition to their existing basic monthly salary, This salary increase shall be distinct from, and in addition to, any periodic salary adjustments, step increments, or salary standardization measures that may be enacted or implemented.

SEC. 5. Appropriations. - The amount necessary to carry out the

provisions of this Act shall be included in the annual General Appropriations Act (GAA).

SEC. 6. Implementing Rules and Regulations. - Within sixty (60)

days from the effectivity of this Act, the DBM, in consultation with the DepEd, and teachers' unions and organizations, shall promulgate the necessary rules and regulations for its effective implementation.

SEC 7. Separability Clause. - Should any provision or part of this

Act be declared unconstitutional or invalid, the other provisions and parts hereof, insofar as they are separable from the invalid ones, shall remain in full force and effect.

SEC. 8. Repealing Clause. - All laws, decrees, orders, issuances,

rules, and regulations or parts thereof, which are inconsistent with this 24 Act are hereby repealed or modified accordingly.

SEC. 9. Effectivity. - This Act shall take effect. fifteen (15) days

after its publication in the Official Gazette or in at least two (2) newspapers of general circulation. Approved,
