Senate Office of the cactarp TWENTIETH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES First Regular Session 25 SEP -1 P1:17 SENATE RECEIVED BY: S. No. 1312 Introduced by Senator Bam Aquino AN ACT STRENGTHENING THE NATIONAL NUTRITION PROGRAM, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 11037, OTHERWISE KNOWN AS THE "MASUSTANSYANG PAGKAIN PARA SA BATANG PILIPINO ACT", APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES EXPLANATORY NOTE Undernutrition has remained a persistent and prevalent challenge in the Philippines, and it significantly impacts children's ability to focus, participate, and excel in school. In fact, the Second Congressional Commission on Education places nutrition as its first priority area, as it is the foundation of quality education. This measure is a direct response to this concern and moves to strengthen and amend Republic Act No. 11037, otherwise known as the Masustansyang Pagkain Para sa Batang Pilipino Act, by: • Expanding the coverage of supplemental feeding. Lowering the age coverage of the DSWD's supplemental feeding program from children aged 3- 5 to children aged 2-5, to address nutritional needs earlier in life. • Closing the gap for early learners. Shifting from targeted feeding for undernourished Kindergarten to Grade 6 learners to universal feeding for Kindergarten to Grade 3, when nutritional intervention has the greatest lifelong benefits, and targeted feeding for Grades 4 to 6. • Extending feeding duration. Increasing from 120 to 160 feeding days to align with the school year, while establishing a central kitchen in every Schools Division Office and enabling direct purchase from small-scale farmers and fisherfolk. • Allowing milk substitutes. Permitting the use of sterilized or powdered milk in the supplementary milk program to address cost and logistical challenges while maintaining nutritional value.

• Covering other vulnerable groups. Subject to fund availability, extending feeding to nutritionally-at-risk adolescent pregnant learners, stunted learners, remedial children with disabilities, Indigenous learners, learners in interventions, and other undernourished public high school learners. By expanding the coverage of the National Nutrition Program, this bill ensures there is no gap in implementation between Republic Act No. 11148, the "Kalusugan at Nutrisyon ng Mag-Nanay Act," which addresses stunting within the first 1,000 days of life, and the National Nutrition Program under RA 11037, which sustains those gains as children enter and progress through school. It seeks to close the nutrition gap among our children, ensuring they have the best start in life and are equally prepared to attend and succeed in school. In view of the foregoing, the passage of this bill is earnestly sought. Ban Quint
