NATIONAL PREVENTIVE MECHANISM (NPM) ACT OF 2025
The National Preventive Mechanism (NPM) Act of 2025 aims to establish a National Preventive Mechanism in compliance with the Optional Protocol to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT). This mechanism will be an attached agency of the Commission on Human Rights (CHR) and will focus on preventing torture and other forms of cruel treatment in places of deprivation of liberty.
