AMENDING R.A. NO. 9497 (CIVIL AVIATION AUTHORITY OF THE PHILIPPINES)

This bill aims to amend the Civil Aviation Authority Act to strengthen the Civil Aviation Authority of the Philippines (CAAP) by enhancing its independence, workforce stability, and regulatory capabilities. It proposes exemptions from certain laws to improve compensation and retention of aviation personnel, and expands CAAP's oversight functions.
