No. 925 Introduced by Senator Jinggoy Ejercito Estrada AN ACT GRANTING HAZARD PAY TO ALL DULY-APPOINTED BARANGAY TANOD BRIGADES DURING THEIR INCUMBENCY, APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The Barangay Tanod Brigade plays an important role in the development and progress of the barangay. Their primary task is to ensure that peace and order prevails in the barangay. During the height of the COVID-19 pandemic, they were at the forefront in securing the safety of their community members and ensuring that their daily needs are provided to them. Barangay Tanod Brigades are community workers that need protection. This proposed measure acknowledges their significant contribution in maintaining peace and order in their locality by providing them with incentives while they continue to carry out official tasks that require them to face the various perils and dangers. To improve their financial status, this proposed bill seeks to grant hazard pay to all members of the Barangay Tanod Brigade during their incumbency as such. As a frontliner, they should receive adequate support and treatment from the government. There is no doubt that they deserve to be given such incentive.

No. 925 Introduced by Senator Jinggoy Ejercito Estrada AN ACT GRANTING HAZARD PAY TO ALL DULY-APPOINTED BARANGAY TANOD BRIGADES DURING THEIR INCUMBENCY, APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Hazard Pay for Barangay Tanod Brigades. - All duly-appointed

2 members of the Barangay Tanod brigades shall be granted a hazard pay during their incumbency, in the amount of One thousand pesos (P1,000.00) per month.

Sec. 2. Funding. - The amount necessary for the effective implementation of

this Act shall be charged to the appropriations of the Department of Interior and Local Government (DILG) under the current General Appropriations Act. Thereafter, such sum as may be necessary for its continued implementation shall be included in the annual budget of the local government unit concerned.

Sec. 3. Non-Diminution of Existing Benefits. - Nothing in this Act shall be

construed as to diminish, in any manner, any benefit granted by existing laws, rules and regulations, local ordinances and other issuances especially favorable to Barangay Tanod brigade members.

Sec. 4. Implementing Rules and Regulations. - Within six (6) months from the

approval of this Act, the DILG shall issue the necessary rules and regulations for the effective implementation of this Act.

Sec. 5. Separability Clause. - If any provision or part hereof is held invalid or

2 unconstitutional, the remainder of the law or the provision or part not otherwise affected shall remain valid and subsisting.

Sec. 6. Repealing Clause. - All laws, decrees, executive orders, rules and

regulations inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

Sec. 7. Effectivity. - This Act shall take effect fifteen (15) days after its

complete publication in the Official Gazette or in at least two (2) newspapers of 9 general circulation whichever comes earlier. Approved,
