MARCOS AN ACT ESTABLISHING A CAMPUS OF THE CEBU NORMAL UNIVERSITY (CNU) IN THE MUNICIPALITY OF ARGAO, PROVINCE OF CEBU, TO BE KNOWN AS THE CEBU NORMAL UNIVERSITY (CNU) - ARGAO CAMPUS, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article II, Section 17 of the Constitution states that "the State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development." Further, Article XIV, Section 1 provides that "the State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all." The Cebu Normal University (CNU) is one of the oldest educational institutions in Cebu. CNU has three campuses, the main campus in Osmeña Boulevard, Cebu City and two extension campuses. As of 2020, the Province of Cebu has a population of 3,325,385. Therefore, with the growing number of population and students in the Province of Cebu, there is a need to establish and create an additional campus to accommodate the influx of enrollees and safeguard the right to education of the Filipinos. The Municipality of Argao is among the first-class income municipalities in the Province of Cebu, it lies in the southeast portion of the Province of Cebu and is approximately 66 kilometers from Cebu City. The establishment and creation of a CNU Campus in the said municipality will enhance the access of quality education in the Province of Cebu which will bridge the gap due to lack of adequate educational institutions, access, housing expenses, and transportation. MARCOS AN ACT ESTABLISHING A CAMPUS OF THE CEBU NORMAL UNIVERSITY (CNU) IN THE MUNICIPALITY OF ARGAO, PROVINCE OF CEBU, TO BE KNOWN AS THE CEBU NORMAL UNIVERSITY (CNU) - ARGAO CAMPUS, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled.
SECTION 1. Title. — This Act shall be known as the "Cebu Normal University
2 - Argao Campus Act."
SEC. 2. Cebu Normal University (CNU) - Argao Campus. - There is hereby
4 established a campus of the Cebu Normal University (CNU) in the Municipality of 5 Argao, Province of Cebu, to be known as the "Cebu Normal University (CNU) - Argao 6 Campus, hereinafter referred to as the "CNU-Argao Campus."
SEC. 3. Mandate. - The CNU-Argao Campus shall offer short-term,
8 undergraduate, and graduate courses within its areas of competency and 9 specialization, pursuant to the mandate of the CNU and according to its capabilities, 10 as the Board of Regents may deem necessary.
SEC. 4. Supervision and Management. - The CNU-Argao Campus shall be
headed by a Campus Administrator to be appointed by the Board, subject to the guidelines, qualifications, and standards set by the Board and upon the recommendation of a search committee duly constituted for such purpose. The Campus Administrator shall be under the general supervision of the University President.
SEC. 5. Compliance. - The CNU shall ensure the compliance of the CNU-Argao
Campus with the policies, standards, and guidelines of the Commission on Higher
1 Education for the operations of campuses, including those related to course offerings 2 and the introduction of new or revised programs prior to its establishment.
SEC. 6. Site Development. - The Municipality of Argao, Province of Cebu, shall
assist the CNU in the determination of the establishment of the site for the CNU-Argao 5 Campus. Likewise, the Municipality of Argao is enjoined to provide the necessary assistance for the development of the said campus.
SEC. 7. Suppletory Application. - The provisions of Republic Act No. 8292,
8 otherwise known as the "Higher Education Modernization Act of 1997," shall form part of this Act.
SEC. 8. Appropriations. - The amount necessary for the implementation of this
11 Act shall be charged against the current appropriations of the Cebu Normal University. Thereafter, such amount shall be included in the General Appropriations Act, as may be necessary, for the continued implementation of this Act.
SEC. 9, Implementing Rules and Regulations. - The Board, in coordination
with the Commission on Higher Education, Department of Budget and Management and the Municipality of Argao, shall promulgate the implementing rules and regulations within sixty (60) days from the effectivity of this Act.
SEC. 10. Separability Clause. - If any provision of this Act is held invalid or
unconstitutional, the provisions not otherwise affected shall remain valid and subsisting.
SEC. 11. Repealing Clause. - All laws, executive orders, rules or regulations,
or any part thereof, inconsistent with any provision of this Act are hereby repealed or modified accordingly.
SEC. 12. Effectivity. - This Act shall take effect fifteen (15) days after its
complete publication in the Official Gazette or in a newspaper of general circulation. Approved,
