Go AN ACT GRANTING EDUCATIONAL BENEFITS AND OR INCENTIVES TO THE CHILDREN OF FALLEN MILITARY AND UNIFORMED PERSONNEL AND FOR OTHER PURPOSES EXPLANATORY NOTE Article 14, Section 1 of the 1987 Constitution mandates that the State shall protect and promote the right of all citizens to quality education at all leveis, and shall take appropriate steps to make such education accessible to all. Our uniformed personnel stands as the first line of defense in protecting the peace, security, and stability of the nation. Whether in the face of crime, terrorism, calamities, or national emergencies, they do serve with integrity, bravery, and heroism. Often times, they are placing their lives in great peril. Many of them make the ultimate sacrifice, losing their lives in the line of duty. When these tragedies occur, it is not only the nation that grieves, but the families they left behind particularly their children who bear the heavy burden of loss and uncertainty. This legislative measure seeks to provide recognition and lasting support to the children of military and uniformed personnel who are killed or rendered permanently incapacitated in the line of duty. It grants fuil educational scholarships to their children from the time of death or incapacity of the parent until the completion of a four (4) or five (5) year coliege degree in any school, college or university. The scholarship covers
tuition and other mandatory fees. Through this bill, the nation not only honors their sacrifice and heroism, but also empowers the next generation to carry forward the ideals for which their parents so bravely stood. Go AN ACT GRANTING EDUCATIONAL BENEFITS AND OR INCENTIVES TO THE CHILDREN OF FALLEN MILITARY AND UNIFORMED PERSONNEL AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled.
SECTION 1. Short Title. - This Act shall be known as the "Scholarship for Children
of fallen MUP Act of 2025."
SEC. 2. Declaration of Policy. - It is the policy of the State to protect and promote
the right of every citizen to quality education at all levels, and to take appropriate measures to ensure that education is accessible to all. In line with this mandate, it is imperative to recognize the critical role of our military and uniformed personnel including, but not limited to, the Armed Forces of the Philippines (AFP), Philippine National Police 9 (PNP), National Bureau of Investigation (NBI), Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), Philippine Drug Enforcement Agency (PDEA), and Bureau of Jail Management and Penology (BJMP).
SEC. 3. Educational Benefit - All children of military and uniformed personnel
including, but not limited to, those from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), National Bureau of Investigation (NBI), Philippine Coast
1 Guard (PCG), Bureau of Fire Protection (BFP), Philippine Drug Enforcement Agency 2 (PDEA), and Bureau of Jail Management and Penology (BJMP) who are killed in the line 3 of duty or who have suffered permanent incapacity in the fulfillment of their mandate, 4 shall be entitled to educational assistance in the form of scholarships. This scholarship shall cover educational expenses from the time of the personnel's 7 death or permanent incapacity until the completion of a four (4)- or five (5)-year college 8 degree. The scholarship grant shall be applicable to any school, college, or university. Beneficiaries shall be fully exempt from the payment of any and all school fees.
SEC. 4. Implementing Rules and Regulations. - Within sixty (60) days from the
effectivity of this Act, the Department of Education (DepEd), the Commission on Higher Education (CHED), the Department of Social Welfare and Development and other relevant offices and or agencies shall promulgate the rules and regulations to implement the provisions of this Act.
SEC. 5. Separability Clause. - If any part or provision of this Act is held invalid or
unconstitutional, the other provisions not affected shall remain in full force and effect.
SEC. 6. Repealing Clause. - All laws, executive orders, issuances, decrees, and
rules and regulations inconsistent with or contrary to the provisions of this Act are deemed amended, modified, or repealed accordingly.
SEC. 7. Effectivity. — This Act shall take effect fifteen (15) days after its publication
in the Official Gazette or in a newspaper of general circulation.
