Go AN ACT AMENDING REPUBLIC ACT NO. 10121, OTHERWISE KNOWN AS "THE PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT ACT OF 2010" FOR THE PURPOSE OF GRANTING HAZARD PAY TO DISASTER RESPONSE PERSONNEL DURING STATE OF CALAMITY EXPLANATORY NOTE According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Philippines is prone to tropical cyclones due to its geographical location which often result in casualties to human life and destruction to crops and properties. Additionally, the Philippines is also one of the most vulnerable countries when it comes to volcanic eruptions and earthquakes as it is located along the "Pacific Ring of Fire" where earthquakes and volcanic activities are relatively frequent due to plate tectonic movements. At the forefront of the response to these disasters are the first responders, first aiders, emergency care workers, and emergency respond teams. Blood, sweat, tears, and lives were sacrificed in the line of service in order to save another. For this reason, it is just proper to compensate the efforts of the emergency frontliners. These modern day heroes sacrifice their lives for others and help mitigate negative impacts caused by calamities.

On account of risking their own lives to rescue and give aid to Filipinos affected by natural and man-made calamities, there is a need to amend the provisions of Republic Act. No. 10121 or the "Philippine Disaster Risk Reduction and Management Act of 2010" to mandate the local government units (LGUs) to grant hazard pay to the personnel of their respective Local Disaster Risk Reduction and Management Offices (LDRRMOs) and Barangay Risk Reduction and Management Committees (BRRMCs) as well as all accredited community disaster volunteers (ACDVs) enlisted in their respective territorial jurisdictions during the State of Calamity declared by the President of the Philippines. Go AN ACT AMENDING REPUBLIC ACT NO. 10121, OTHERWISE KNOWN AS "THE PHILIPPINE DISASTER RISK REDUCTION AND MANAGEMENT ACT OF 2010" FOR THE PURPOSE OF GRANTING HAZARD PAY TO DISASTER RESPONSE Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - The Act shall be known as the " Hazard Pay for All Disaster

Personnel and Volunteers Act of 2025."

Sec. 2. Hazard Pay for Disaster Personnel and Volunteers. - A new sub-paragraph

(e) is hereby added in Section 12 of Republic Act. No. 10121, to read as follows: (e) FOR THE ENTIRE DURATION OF THE STATE OF CALAMITY DECLARED BY THE PRESIDENT OF THE PHILIPPINES ON THEIR RESPECTIVE PROVINCES, 9 CITIES AND MUNICIPALITIES, AS THE CASE MAY BE, THE LGU SHALL GRANT 10 A MONTHLY HAZARD PAY TO ALL PERSONNEL OF THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT OFFICE, REGARDLESS OF THE STATUS OF THEIR EMPLOYMENT, AND TO ALL ACCREDITED COMMUNITY DISASTER 13 VOLUNTEERS ENLISTED TO RESPOND TO THEIR RESPECTIVE TERRITORIAL 14 JURISDICTIONS.

THE GRANT OF HAZARD PAY UNDER THIS ACT SHALL NOT BE SUBJECT TO ANY FORM OF TAX CONSISTENT WITH THE VERY PURPOSE OF THIS GRANT OF INCENTIVE TO LOCAL DISASTER RELIEF WORKERS.

Sec. 3. Appropriations. - The amount necessary for the implementation of this Act

shall be charged against the funds of provincial LGUs.

Sec. 4. Separability Clause. - If any provision of this Act is declared invalid or

9 unconstitutional, the remaining provisions not affected shall continue to be in full force and effect.

Sec. 5. Repealing Clause. - All laws, decrees, executive orders, or rules and

regulations contrary to or inconsistent with this Act are hereby repealed or modified accordingly.

Sec. 6. Effectivity Clause. - This Act shall take effect fifteen (15) days from its

publication in the Official Gazette. Approved,
