VILLAR AN ACT MANDATING THE PHILIPPINE POSTAL CORPORATION TO ADOPT A MODERNIZED ZONE IMPROVEMENT PLAN CODE SYSTEM The Zone Improvement Plan (ZIP) Codes in the Philippines play a crucial role in facilitating an efficient sorting and delivery of mail and parcel. ZIP Code is composed of four-digit number that represents a specific locality. The use of ZIP Codes improved postal services and reduced sorting and delivery errors. Over the years, the traditional postal customers have changed significantly. The use of internet, eCommerce and the digitalization of consumers contributed to these changes. While ZIP Code indeed helps in simplifying sorting and delivery of mail and parcel, there is a need for it to be redesigned to address the needs of the present and future customers. Modernizing the ZIP code system will upgrade and improve the efficiency of address-based services across various industries. Thus, this bill seeks to institutionalize a modernized alphanumeric ZIP Code system in the country. This will enhance domestic delivery services by the Philippine Postal Corporation (PHLPost), improve logistics efficiency, and streamline business operations. This will also enable more precise address mapping, reducing delivery errors, and optimizing last-mile logistics particularly in remote barangays. Moreover, this will also enhance disaster response efforts and improve the delivery of essential public services, particularly in geographically isolated and disadvantaged areas. VILLAR AN ACT MANDATING THE PHILIPPINE POSTAL CORPORATION TO ADOPT A MODERNIZED ZONE IMPROVEMENT PLAN CODE SYSTEM Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Short Title. - This Act shall be known as the "Modernized ZIP Code
2 System Act."
Sec. 2. Adoption of Modernized Alphanumeric ZIP Code System. - The
Philippine Postal Corporation (PHLPOST) is hereby mandated to adopt and 5 institutionalize a modernized alphanumeric Zone Improvement Plan (ZIP) Code 6 System.
Sec. 3. Modernized Alphanumeric ZIP Code. - The modernized alphanumeric
8 ZIP Code shall be composed of two (2) alphabetic characters (A-Z), representing the province, and five (5) Arabic numerals (0-9), representing the city or municipality and 10 barangay. Each of the current forty-two thousand and eleven (42,011) barangays shall be assigned a unique alphanumeric ZIP code: Provided, That the PHLPOST shall 12 ensure that the system allows flexibility in accommodating the creation, division, 13 merger, or abolition of a barangay, through a law or ordinance, and shall regularly coordinate with the Department of the Interior and Local Government and other concerned government agencies.
Sec. 4. ZIP Code Locator. - Utilizing the modernized system, the PHLPOST shall
2 update its website's ZIP Code Locator that shall allow the public to search with ease 3 the ZIP Code of a certain barangay and vice versa.
Sec. 5. Transitory Provision. - A transitory period of thirty-six (36) months from
5 the effectivity of this Act shall be set for all national government agencies, local 6 government units, government-owned or -controlled corporations, and private sector 7 entities to update their database using the new ZIP Code System. The PHLPOST shall 8 develop and implement, together with the communications offices of all government agencies, an information and education campaign on the modernized ZIP Code System to all sectors, within ninety (9) days after the effectivity of this Act.
Sec. 6. Repealing Clause. - All laws, presidential decrees or issuances,
executive orders, letters of instruction, rules or regulations inconsistent with the provisions of this Act are hereby repealed or amended accordingly.
Sec. 7. Effectivity. - This Act shall take effect fifteen (15) days after its
