No. 618 Introduced by Senator Robinhood Padilla AN ACT PROVIDING FOR THE INTEGRATION OF BANGSAMORO HISTORY, CULTURE, AND IDENTITY IN THE STUDY OF PHILIPPINE HISTORY IN BASIC EDUCATION EXPLANATORY NOTE In recognition of the need to create an inclusive Philippine history that accounts for all Filipinos, Republic Act No. 10908 or the "Integrated History Act of 2016" was passed mandating the integration of the history, culture, and identity studies of Filipino-Muslims and Indigenous People in the grand narrative of the country's history. In 2019, the Bangsamoro Organic Law was passed in cognizance of the aspirations of Muslim Filipinos and all indigenous cultural communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to secure their identity and posterity, and allow for meaningful self-governance within the framework of our Constitution. In order to ensure an accurate and faithful instruction of the Bangsamoro history under the auspices of the Integrated History Act, this bill seeks to outline the approach to the formulation and creation of history courses or subjects pertaining to BARMM and provide the impetus for a greater interest among the youth to have deeper understanding of the Muslim-Christian dynamics in the country, and build a culture of mutual respect and desire for national unity.

Section 1. Short Title. - This Act shall be known as the "Bangsamoro History,
5 Culture and Identity Studies Act."
Sec. 2. Inclusion in Philippine History Curricula. - The Department of Education
7 (DepEd) shall include the study and understanding of Bangsamoro history, culture, and identity in the curricula of Philippine history courses or subjects, adapting the scope and treatment to the respective educational levels.
Sec. 3. Key Content. - In the formulation and creation of courses or subjects
on Bangsamoro history, culture, and identity to be incided in the school curricula or training programs, including the writing, printing and publication of textbooks and other reading materials relative thereto, the agencies concerned shall consult the Bangsamoro Commission for the Preservation of the Cultural Heritage as well as recognized resource persons on the Mindanao peace process and Muslim-Christian dialogue, taking into account the following: a. An understanding of the roots of the conflict in Mindanao, Muslim- Christian dynamics, and its impact on the rest of the country;
b. The character of Mindanao as an island shared by Muslims, Christians, and other indigenous groups and the ideal of their equality and peaceful co-existence; c. The contextual background of the Bangsamoro's desire for, and journey towards self-governance; and d. Fostering the attitudes and values of respect, sensitivity, and empathy in the appreciation of the various cultures and ethnic identities towards building a regime of just and lasting peace, and national unity.
Sec. 4. Separability Clause. - If any provision of this Act shall be held
unconstitutional or invalid, the other provisions not otherwise affected shall remain in full force and effect. Sed. 5. Repealing Clause. - All laws, decrees, orders, issuances, and rules and regulations, or parts thereof inconsistent with the provisions of this Act are hereby 4 repealed or modified accordingly.
Sec. 6. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in the Official Gazette or in at least two (2) newspapers of general circulation. Approved,
