Escudero AN ACT CREATING AN ADDITIONAL BRANCH IN THE SECOND JUDICIAL REGION TO BE STATIONED IN THE MUNICIPALITY OF AURORA, PROVINCE OF ISABELA AMENDING FOR THE PURPOSE SECTION 14, PARAGRAPH (E) OF BATAS PAMBANSA BLG. 129, OTHERWISE KNOWN AS "THE JUDICIARY REORGANIZATION ACT OF 1980", AS AMENDED, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE This bill, in recognition of the wisdom behind House Bill No. 7145 filed by the Representative Faustino Michael T. Dy III in the Nineteenth Congress, seeks to create an additional branch of the Regional Trial Court in the Second Judicial Region to be stationed in the Municipality of Aurora, Province of Isabela. The proposed measure will improve the efficiency in the administration of justice in the province by decongesting the dockets of the Regional Trial Court Branch No. 23. Ultimately, this measure will contribute to the realization of the constitutional directive to uphold the right of all persons to a speedy disposition of their respective cases before all judicial, quasi-judicial, or administrative bodies. In view of the foregoing, the passage of the measure is earnestly sought. FRANCIS G. ESCUDERO

Escudero AN ACT CREATING AN ADDITIONAL BRANCH IN THE SECOND JUDICIAL REGION TO BE STATIONED IN THE MUNICIPALITY OF AURORA, PROVINCE OF ISABELA AMENDING FOR THE PURPOSE SECTION 14, PARAGRAPH (E) OF BATAS PAMBANSA BLG. 129, OTHERWISE KNOWN AS "THE JUDICIARY REORGANIZATION ACT OF 1980", AS AMENDED, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. One (1) additional branch of the Regional Trial Court is hereby

created in the Second Judicial Region to be stationed in the Municipality of Aurora, 3 Province of Isabela. The Supreme Court shall assign the branch number of the newly created 5 Regional Trial Court branch.

Sec. 2. The Chief Justice of the Supreme Court, in coordination with the

7 Secretary of Justice, shall immediately include in the program of the Supreme Court the operationalization of the additional branch of the Regional Trial Court in the Municipality of Aurora, Province of Isabela. The amount necessary for the creation and the continuous funding therefore shall likewise be included in the annual General Appropriations Act. The funds necessary shall be appropriated and released only upon 12 the actual organization of the court and appointment of its personnel.

Sec. 3. Section 14(e) of Batas Pambansa Big. 129, otherwise known as "The

2 Judiciary Reorganization Act of 1980", as amended, and all other laws, rules and 3 regulations which are inconsistent with this Act are hereby amended, repealed or 4 modified accordingly.

Sec. 4. This Act shall take effect fifteen (15) days following its publication in

6 the Official Gazette or in two (2) newspapers of general circulation. Approved,
