GO AN ACT PROVIDING FOR ADDITIONAL SUPPORT AND ACROSS-THE-BOARD ALLOWANCE FOR ALL PUBLIC TEACHING AND NON-TEACHING PERSONNEL ENGAGED IN BASIC EDUCATION, APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article IV, Section 5 (5) of the 1987 Constitution provides that "the State shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment." In accordance with the aforementioned law, the Department of Education receives a huge share of funds from the annual general appropriation. Although the Department of Education receives substantial budgetary support from the national government, adequate assistance for teachers remains lacking. Therefore, it is imperative to address the growing call for an increase in teacher salaries to ensure their welfare and professional dignity. Teachers experience hardships, to which they often use their personal funds for buying classroom supplies and staying beyond work hours to assist the students. The situation is further worsened by the excessive student-to-teacher ratio in public schools, with some classrooms accommodating as many as 40 to 60 students
under the supervision of a single teacher, far exceeding the ideal 1:25 ratio necessary to ensure effective instruction and learning. In acknowledgment of their dedication and invaluable contributions to the teaching profession, this bill proposes the provision of an across-the-board monthly allowance for all educators, including non-teaching personnel, in public schools at the basic education level. This allowance is intended as supplementary compensation, on top of their existing salaries and benefits, to provide additional support and recognition for their essential roles in the education sector. The impact of a teacher extends far beyond the classroom, making them indispensable to the holistic development of each learner and, by extension, to the progress of the nation. Legislating salary increases affirms the state's commitment to investing in its teachers, the backbone of the education system and key drivers of the country's development. GO AN ACT PROVIDING FOR ADDITIONAL SUPPORT AND ACROSS-THE-BOARD ALLOWANCE FOR ALL PUBLIC TEACHING AND NON-TEACHING PERSONNEL ENGAGED IN BASIC EDUCATION, APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
Section 1. Short Title. - This Act shall be known as the "Across-the-board
2 Monthly Allowance for All Basic Education Teachers Act of 2025."
Sec. 2. Declaration of Policy. - It is the declared the policy of the State to ensure
5 that education receives the highest budgetary priority, and that teaching will attract 6 and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment. Towards this end, the State shall promote and protect the welfare and economic well-being of public school teachers and personnel in basic education.
Sec. 3. Coverage. - This Act shall cover all teaching and non-teaching personnel
in all public schools in the basic education level, whether nationally or locally funded, including those in State Universities and Colleges (SUCs) and those teaching in alternative learning system and teaching in distance learning system.
Sec. 4. Additional Compensation. - The Department of Education shall determine
1 and provide an additional monthly allowance to be granted to covered personnel 2 indicated under Section 3 of this Act as additional compensation to their existing salary 3 and benefits: Provided, That said additional compensation shall be considered as part of the basic salary for the purpose of computing retirement pays and bonuses that the beneficiaries under this Act are entitled to; Provided, further, That the support granted under this Act shall be without prejudice to future increases in the basic pay of the herein beneficiaries.
Sec. 5. Appropriations. - To immediately implement the provisions of this Act, the
10 initial funding shall be sourced from the savings of the Executive Branch of the government and other possible sources that may be determined by the Office of the 12 President. Thereafter, the amount necessary to implement this Act shall be included in the annual General Appropriations Act.
Sec. 6. Separability Clause. - Should any provision herein be declared
unconstitutional, the same shall not affect the validity of the other provisions of this Act.
Sec. 7. Repealing Clause. - All laws, decrees, orders, rules, and regulations or other
issuances or parts inconsistent with the provisions of this Act are hereby repealed or modified accordingly.
Sec. 8. Effectivity. - This Act shall take effect immediately after its publication in
the Official Gazette or in any newspaper of general circulation in the Philippines. Approved,
