VILLAR AN ACT ESTABLISHING FREE ON-SITE LIVING FACILITIES FOR PUBLIC SCHOOL TEACHERS AND PROVIDING FUNDS THEREFOR EXPLANATORY NOTE According to the Department of Education (DepEd), there are 20.8 million students enrolled in public schools across the Philippines for the school year 2024-2025. Recently, the Department of Budget and Management approved the creation of 16,000 new teaching positions in public schools for the school year 2025-2026, to strengthen the education sector and ensure that there is sufficient manpower in public schools. These statistics illustrate a significant demand for public school teachers, which is crucial to ensuring that quality education remains accessible and affordable for all Filipino children. It is noteworthy that many public school teachers find themselves assigned to schools that are situated far from their hometowns and families, with some working in the most remote barrios. To optimize their time and reduce exhaustion, numerous teachers opt to bear the expenses associated with board and lodging instead of facing the financial and physical burdens associated with daily commuting from their residences to their respective teaching stations. Not to mention the personal hazards they are often exposed to on their commute.

It is only right for the government to recognize the dedication and perseverance of these modern-day heroes by prioritizing their welfare. Such recognition will enable them to effectively deliver quality education to their students. This measure aims to improve the working conditions and employment terms for public school teachers by providing them with free on-site living facilities, particularly in remote and isolated areas. In view of the foregoing, the approval of this bill is earnestly sought. MARK A. VILLAR

REPUBLIC OF THE PHILIPPINES JUL -8 P5:34 REFUELE OF THE PRESE First Regular Session SENATE S. No._ Introduced by Senator MARK A. VILLAR AN ACT ESTABLISHING FREE ON-SITE LIVING FACILITIES FOR PUBLIC SCHOOL TEACHERS AND PROVIDING FUNDS THEREFOR Be enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This Act shall be known as the "Teachers' Home in

School Act."

Sec. 2. Declaration of Policy. - It is the declared policy of the State to promote

and improve the social and economic status of public school teachers to enable them to carry out their mandate in providing quality education to all learners. The State shall recognize and address the pressing challenges of our public school teachers who are teaching away from their families and homes. Ultimately, the State shall develop strategies that will improve the working and living conditions of all public school teachers.

Sec. 3. Coverage. - This Act shall apply to public school teachers who are

experiencing difficulty in travelling to their place of work or deployed in public schools which are located in remote and isolated areas.

Sec. 4. Establishment of Living Facilities. - The Department of Education

(DepEd) and the Department of Public Works and Highways (DPWH) shall construct and provide safe, livable and humane living facilities within public schools or at the nearest possible area to public schools for teachers covered under Section 3 of this 17 Act.

Sec. 5. Appropriations. - The funding necessary for the implementation of this

Act shall be sourced from the funds of DepEd. In addition, reasonable and sufficient additional funding shall be sourced from the Special Education Fund arising from real property tax collected by Local Government Units where the living facilities are constructed and/or located.

Sec. 6. Implementing Rules and Regulations. - Within ninety (90) days after

the approval of this Act, the DepEd in consultation with the DPWH, Department of the Interior and Local Government and the Department of Budget and Management shall formulate the implementing rules and regulations for the effective implementation of this Act.

Sec. 7. Separability Clause. - If any provision of this Act is declared invalid or

unconstitutional, the remainder thereof not otherwise affected by shall remain in full force and effect.

Sec. 8. Repealing Clause. - All laws, presidential decrees, executive orders,

letters of instruction, proclamations, or administrative regulations that are inconsistent with any of the provisions of this Act, are hereby repealed, amended, or modified accordingly.

Sec. 9. Effectivity - This Act shall take effect after fifteen (15) days following

its publication in the Official Gazette or in a newspaper of general circulation. Approved,
