Tulfo AN ACT PROVIDING FOR A FIVE-YEAR VALIDITY PERIOD OF THE PROFESSIONAL IDENTIFICATION CARDS OF ALL PROFESSIONALS UNDER THE PROFESSIONAL REGULATION COMMISSION EXPLANATORY NOTE Pursuant to Article XII, Section 14 of the 1987 Constitution, the sustained development of a reservoir of national talents consisting of Filipino scientists, entrepreneurs, professionals, managers, high-level technical manpower and skilled workers and craftsmen in all fields shall be promoted by the State. The State shall encourage appropriate technology and regulate its transfer for the national benefit. This measure seeks to extend the validity period of Professional Identification Cards issued by the Professional Regulation Commission (PRC) from three (3) years to five (5) years. This will allow our professionals to have more time to focus on their careers and continue service to the Filipino people. Notably, while the renewal process serves an important purpose in maintaining professional standards, many licensed professionals encounter practical challenges in complying with its requirements. By reducing the frequency of renewal, it aims to make the renewal process less disruptive in the lives of working professionals. While this measure minimizes the transaction with the PRC, it does not take away the standard for professional practice or the regulatory oversight that the PRC is built to enforce. Most importantly, this measure
demonstrates the government's commitment to making public services more efficient, accessible, and responsive to the needs of the Filipino people. In view of the foregoing, immediate approval of this measure is earnestly sought. RAFFY T. TULFO

Tulfo AN ACT PROVIDING FOR A FIVE-YEAR VALIDITY PERIOD OF THE PROFESSIONAL IDENTIFICATION CARDS OF ALL PROFESSIONALS UNDER THE PROFESSIONAL REGULATION COMMISSION Be it enacted by the Senate and House of Representatives of the Philippines in Congress Assembled:
Section 1. Five (5)-Year Validity of Professional Identification Cards. - All
Professional Identification Cards (PICs) issued by the Professional Regulation Commission (PRC) shall be valid for five (5) years, subject to compliance with all the legal and procedural requirements for their issuance.
Sec. 2. Systems Enhancement and Implementation. - To operationalize the
provisions of this Act, the Information and Communication Technology Service and other concerned office or divisions of the PRC shall complete the necessary systems 8 enhancement, specifically the Licensure Examination Registration Information System, and other administrative processes, including the finalization of the revised assessment of annual registration fees within six (6) months from the effectivity of this Act.
Sec. 3. Separability Clause. - If any portion of this Act is declared unconstitutional
or invalid, the other portions which are not affected thereby shall continue in full force and effect.
Sec. 4. Repealing Clause. - All laws, presidential decrees, executive orders, and rules
and regulations contrary to or inconsistent with the provisions of this Act are amended, repealed, or modified accordingly.
Sec. 5. Effectivity. - This Act shall take effect fifteen (15) days after its publication
