No. Introduced by Senator Bam Aquino AN ACT CONVERTING THE CEBU TECHNOLOGICAL UNIVERSITY EXTENSION CAMPUS IN THE CITY OF NAGA, PROVINCE OF CEBU, INTO A REGULAR CAMPUS OF THE CEBU TECHNOLOGICAL UNIVERSITY AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The Cebu Technological University (CTU) plays an important role in providing accessible and quality technical and professional education in Cebu and the Central Visayas. Over the years, it has expanded its reach through the establishment of campuses across the province. This bill seeks to convert the CTU Extension Campus in the City of Naga, Province of Cebu, into a regular campus. The proposed conversion will allow the campus to strengthen its academic and administrative capacity and better respond to the growing demand for higher education in the city and nearby communities. Naga City is a rapidly developing area within Metro Cebu, with a strong industrial base that includes manufacturing, energy, and other key sectors. The presence of these industries underscores the need for accessible and relevant tertiary education and skills development opportunities for residents. As a regular campus, CTU-Naga will be better positioned to expand its academic programs and support fields aligned with local industry needs, while undertaking research and extension services that benefit the community. The measure provides for the orderly transition of personnel, assets, and records from the extension campus to the regular campus, while protecting the rights and security of tenure of existing employees. With regular campus status, the institution can also improve facilities, personnel support, and overall service delivery through dedicated funding. The conversion of the CTU Extension Campus in Naga City into a regular campus is expected to expand access to higher education and contribute to local economic and human resource development.

Section 1. This Act shall be known as the "Cebu Technological University (CTU)
2 - Naga City Campus Act"
Sec. 2. The Naga Extension Campus of the CTU located in the City of Naga,
Province of Cebu, is hereby converted into a regular campus, to be known as the CTU 5 - City of Naga, Cebu Campus.
Sec. 3. The CTU - City of Naga, Cebu Campus shall primarily provide short-term
technical-vocational, undergraduate, and graduate courses, within its areas of competency and specialization pursuant to the mandate of the CT, and according to its capability, as the Board of Regents, hereinafter referred to as the Board, may deem necessary to respond to the human resource development needs of the Province of Cebu and Region VII. It shall also be mandated to undertake research and extension services, and to provide progressive leadership in these areas.
Sec. 4. The CTU - City of Naga, Cebu Campus shall be headed by a Campus
Director who shall be appointed by the Board, subject to its guidelines and qualification standards, and based on the recommendation of a search committee duly constituted for the purpose of selecting the Campus Director.
Sec. 5. The CTU shall ensure that the minimum requirements of the
Commission on Higher Education (CHED) for the operation of the CTU - City of Naga, Cebu Campus, including those related to its course offerings, are fully complied with.
Sec. 6. All assets, both real and personal, personnel, and records of the CTU -
City of Naga, Cebu Campus, as well as its liabilities or obligations, shall be titled under or named after the CTU.
All parcels of land belonging to the government that shall be occupied by the CTU - City of Naga, Cebu Campus shall be the property of the CTU, and shall be titled under its name: Provided, That should the campus cease to exist or be abolished or should such aforementioned parcels of land be no longer needed by the CTU, the same shall revert to the concerned local government unit or to the Republic of the Philippines, as the case may be.
Sec. 7. The provisions of Republic Act No. 8292, otherwise known as the
"Higher Education Modernization Act of 1997", shall form part of this Act.
Sec. 8. The amount necessary to carry out the provisions of this Act shall be
included in the annual General Appropriations Act.
Sec. 9. Within sixty (60) days after the effectivity of this Act, the Board shall,
in consultation with the CHED, issue the rules and regulations to fully implement the provisions of this Act..
Sec. 10. If, for any reason, any part or provision of this Act is declared invalid
or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.
Sec. 11. All other laws, presidential decrees, executive orders, and rules and
regulations contrary to or inconsistent with the provisions of this Act are repealed or modified accordingly.
Sec. 12. This Act shall take effect fifteen (15) days after its publication in the
Official Gazette or in a newspaper of general circulation. Approved,
