This bill seeks to establish a regular campus of CTU in the Municipality of Cordova, Province of Cebu, to be known as the CTU-Cordova Campus. Cordova is a fast-developing municipality and a growing economic hub, supported by major infrastructure such as the Cebu-Cordova Link Expressway. Despite this progress, access to higher education within the municipality remains limited. At present, Cordova has only one local college with limited program offerings and capacity, requiring many students to pursue tertiary education in nearby cities. The establishment of a CTU campus in Cordova will help expand access to affordable and quality higher education and better serve the growing number of students in the area. It is expected to complement existing local institutions while supporting programs aligned with local development needs. The Municipal Government of Cordova has committed to provide land for the proposed campus, supporting its establishment and future development. The creation of the CTU-Cordova Campus is expected to improve access to higher education and contribute to human resource development and local growth in the municipality. In view of the foregoing, the passage of this bill is earnestly sought. Ban Quini

No. 2140 Introduced by Senator Bam Aquino AN ACT ESTABLISHING A REGULAR CAMPUS OF THE CEBU TECHNOLOGICAL UNIVERSITY (CTU) IN THE MUNICIPALITY OF CORDOVA, PROVINCE OF CEBU, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. This Act shall be known as the "Cebu Technological University -

2 Cordova Campus Act".

Sec. 2. There is hereby established a regular campus of the Cebu Technological

University, hereinafter called as the University, in the Municipality of Cordova, Province of Cebu, to be known as the CTU - Cordova Campus.

Sec. 3. The CTU - Cordova Campus, hereinafter called as the Campus, shall

offer technical-vocational, undergraduate and graduate courses, including but not limited to medical and allied courses, within the areas of competency and pursuant to the mandate of the University, and according to its capabilities as the Board of Regents, hereinafter called as the Board, may deem necessary, to respond to human resources development needs of the Province of Cebu, the Central Visayas Region and the domestic and international labor markets. The Campus is likewise mandated to undertake research and extension services and provide progressive leadership in these areas.

Sec. 4. The Campus shall be headed by a Campus Director who shall render

full-time service and shall be designated by the University President, subject to the guidelines, qualifications and standards set by the Board.

Sec. 5. The University shall ensure that the minimum requirements of the

Commission on Higher Education (CHED) for the operation of the Campus, including those related to its course offerings, are fully complied with.

Sec.6. All assets, real and personal, personnel, and records of the Campus, as

well as liabilities or obligations, shall be titled or named under the University.

The Municipal Government of the Municipality of Cordova shall secure a parcel of land, not less than one hectare, for the use of the Campus and the said parcel of land and all other real property that the Campus may acquire thereafter shall be titled or named under the University: Provided, That should the campus or the University cease to exist or be abolished or should such aforementioned parcels of land be no longer needed by the University, the same shall revert to the local government of the Municipality of Cordova or to the Republic of the Philippines, as the case may be.

Sec. 7. The provisions of Republic Act No. 8292, otherwise known as the

"Higher Education Modernization Act of 1997" shall form part of this Act.

Sec. 8. All other powers, functions, privileges, responsibilities, and limitations

granted to or imposed to the University and its officials under existing laws shall be deemed granted to or imposed upon the Campus and its officials, whenever appropriate.

Sec. 9. The amount of three hundred million pesos (Php. 300,000,000) shall be

appropriated for the development of the Campus and the construction of appropriate buildings and facilities. The amount necessary for the operation of the Campus shall be included in the annual General Appropriations Act.

Sec. 10. The Campus shall have both teaching and non-teaching personnel

necessary for its full operation. It shall have at least five (5) teaching regular plantilla positions and at least one (1) non-teaching regular plantilla position in every program offering, the budget of which shall be incorporated in the annual budget of the Campus under the annual General Appropriations Act.

Sec. 11. If, for any reason, any part or provision of this Act is declared invalid

or unconstitutional, the remaining parts or provisions not affected shall remain in full force.

Sec. 12. All other laws, presidential decrees, executive orders, rules and

regulations contrary to or inconsistent with the provisions of this Act are repealed or modified accordingly.

Sec. 13. This Act shall take effect fifteen (15) days after its publication in the

30 Official Gazette or in a newspaper of general circulation. Approved,
