Villar AN ACT RENATIONALIZING THE ROMBLON PROVINCIAL HOSPITAL LOCATED IN THE MUNICIPALITY OF ODIONGAN, PROVINCE OF ROMBLON, PLACING THE HOSPITAL UNDER THE DIRECT SUPERVISION AND CONTROL OF THE DEPARTMENT OF HEALTH, AND PROVIDING FUNDS THEREFOR EXPLANATORY NOTE The 1987 Philippine Constitution recognizes that the State shall protect and promote the right to health of the people and instill health consciousness among them (Article II, Section 15). In pursuit of this constitutional mandate, the adoption of modern health facilities is essential to strengthening healthcare delivery and ensuring equitable access to quality health services for all Filipinos. The Romblon Provincial Hospital (RPH) located in the Municipality of Odiongan, Province of Romblon has been devolved to the Province of Romblon by virtue of Republic Act No. 7160, otherwise known as the Local Government Code of 1991. The RPH serves as the primary referral hospital, responding to the medical and health care requirements of the entire province of Romblon. However, the increasing demand for better health care services, modern facilities and highly specialized medical personnel necessitate the upgrading of the hospital's capacity and resources. The Provincial Government of Romblon has exerted substantial resources and efforts in maintaining the operations of the RPH, but due to its limitations, it is constrained to fully provide the necessary health care services to our constituents. Thus, in case of emergencies, patients are referred to hospitals in Metro Manila, Batangas or other nearby provinces that would require the travel by boat for about eight (8) to ten (10) hours to the detriment of the patients and their family members.
The re-nationalization of the Romblon Provincial Hospital will ensure that the Department of Health (DOH) can directly fund, manage, and upgrade the hospital, thereby improving its services, facilities, and capacity to respond to emergencies and specialized health care needs. Villar AN ACT RENATIONALIZING THE ROMBLON PROVINCIAL HOSPITAL LOCATED IN THE MUNICIPALITY OF ODIONGAN, PROVINCE OF ROMBLON, PLACING THE HOSPITAL UNDER THE DIRECT SUPERVISION AND CONTROL OF THE DEPARTMENT OF HEALTH, AND PROVIDING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
Section 1. The Romblon Provincial Hospital in the Municipality of Odiongan,
Province of Romblon, is hereby re-nationalized and returned to the management, supervision, and control of the national government, particularly the Department of Health.
Sec. 2. The Secretary of Health shall include in the Department of Health's
program the implementation of this Act, and all other expenses hereafter shall be included in the annual General Appropriations Act.
Sec. 3. Implementing Rules and Regulations. — Within sixty (60) days from
the approval of this Act, the Secretary of Health, in consultation with the Provincial Government of Romblon, shall promulgate the necessary rules and regulations for the effective implementation of this Act.
Sec. 4. Separability Clause. - If any section or provision of this Act shall be
declared unconstitutional or invalid, the other sections or the provisions not affected thereby shall remain in full force and effect.
Sec. 5. Repealing Clause. - All laws, decrees, executive orders, rules and
regulations or parts thereof which are inconsistent with this Act are hereby repealed, amended or modified accordingly.
Sec. 6. Effectivity. — This Act shall take effect after fifteen (15) days following
its complete publication in the Official Gazette or in a newspaper of general circulation. Approved,
