Escudero AN ACT DECLARING AUGUST 6 OF EVERY YEAR AS A SPECIAL NON-WORKING HOLIDAY IN THE MUNICIPALITY OF PILAR, PROVINCE OF SORSOGON, IN COMMEMORATION OF ITS FOUNDATION ANNIVERSARY EXPLANATORY NOTE This proposed measure, as a counterpart to House Bill No. 1278 filed by the Representative of the First District of the Province of Sorsogon, seeks to declare August 6 of every year as a special non-working holiday in the Municipality of Pilar in the Province of Sorsogon, in commemoration of its foundation anniversary. As one of the earliest settlements established by the Spaniards in Luzon, the Municipality of Pilar was named in honor of the infant Princess Pilar, daughter of King Philip II of Spain and Queen Isabel I. Pilar was officially declared a separate town on August 6, 1861, and was originally composed of several visitas, namely Sto. Niño, Panlatuan, Yang, Putiao, Sapa, and Cadanlogan. Over the years, the municipality has endured and overcome numerous challenges, including insurgencies, natural calamities, and a major fire incident in 1997. Today, the municipality continues to progress as a resilient and dynamic community. Ultimately, this bill to declare its founding anniversary as a special non-working holiday shall not only commemorate the vibrant history and heritage of the Municipality of Pilar, but would also strengthen civic pride and community spirit, and to promote its cultural identity and shared history. In view of the foregoing, the passage of this bill is earnestly sought. FRANCIS G. ESCUDERO

Section 1. August 6 of every year is hereby declared a special non-working

2 holiday in the Municipality Province of Sorsogon, in commemoration of its foundation anniversary.

Sec. 2. This Act shall take effect fifteen (15) days after its publication in the

Official Gazette or in a newspaper of general circulation. Approved,
