Escudero AN ACT CONVERTING THE TONGDOL ELEMENTARY SCHOOL IN BARANGAY TONGDOL, MUNICIPALITY OF DONSOL, PROVINCE OF SORSOGON, INTO AN INTEGRATED SCHOOL TO BE KNOWN AS THE TONGDOL INTEGRATED SCHOOL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE This bill, as a counterpart measure of House Bill No. 6272 filed by the Representative of the First District of the Province of Sorsogon, seeks to convert Tongdol Elementary School in Barangay Tongdol, Municipality of Donsol, Province of Sorsogon into an integrated school, to be known as the Tongdol Integrated School. Established in 1990, Tongdol Elementary School is located in a predominantly agricultural community. While the school has experienced steady growth in enrollment, its graduates continue to face challenges in transitioning to secondary education. The limited and uncertain financial capacity of agricultural households, coupled with the distance and cost of sending students to the nearest secondary school, contributes significantly to the low cohort survival rate in secondary education in the community, with data indicating that nearly eighty percent (80%) of the residents fail to complete secondary education. This bill seeks to address this predicament by converting an already established elementary school into an integrated school. With the full support of the community, the local government, and its pool of qualified teachers, the proposed measure will enable Tongdol Elementary School to fully implement the K-12 curriculum, reduce the high secondary school dropout rate, and ultimately expand access to quality basic education for Barangay Tongdol and its neighboring communities. Section 1. Conversion into Tongdol Integrated School. - The Tongdol Elementary

2 School in Barangay Tongdol, Municipality of Donsol, Province of Sorsogon is hereby 3 converted into an integrated school to be known as Tongdol Integrated School.

Sec. 2. Transfer of Assets and Liabilities. - All personnel, assets, liabilities and

records of the Tongdol Elementary School are hereby transferred to and absorbed by the Tongdol Integrated School.

Sec. 3. Appropriations. - The Secretary of Education shall immediately include in

the Department's program the operationalization of the Tongdol Integrated School, the funding of which shall be included in the annual General Appropriations Act.

Sec. 4. Effectivity. - This Act shall take effect fifteen (15) days after its complete

publication in the Official Gazette or a newspaper of general circulation. Approved,
