Escudero AN ACT CONVERTING THE QUIRAPI ELEMENTARY SCHOOL IN BARANGAY QUIRAPI, MUNICIPALITY OF CASTILLA, PROVINCE OF SORSOGON, INTO AN INTEGRATED SCHOOL TO BE KNOWN AS THE QUIRAPI INTEGRATED SCHOOL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE This bill, as a counterpart measure of House Bill No. 6273 filed by the Representative of the First District of the Province of Sorsogon, seeks to convert Quirapi Elementary School in Barangay Quirapi, Municipality of Castilla, Province of Sorsogon into an integrated school, to be known as the Quirapi Integrated School. Established almost seventy (70) years ago, the school serves fishing and farming communities not only in Barangay Quirapi but also in the neighboring barangays of Tomalaytay, Pandan, Sto. Niño, and Pongpongan. Despite the long presence of this educational institution, the school-age population in these communities continues to face financial and logistical barriers to secondary education. With the nearest secondary school located several kilometers away, the absence of regular public transportation services forces students to walk for hours or rely on expensive or unsafe modes of transportation. This, in turn, contributes to a low cohort survival rate in secondary education, with approximately eighty-five percent (85%) of residents failing to complete secondary education. The conversion of the school, given its readiness for expansion, can help address these barriers by bringing educational services closer to learners and providing greater opportunities to the residents of Barangay Quirapi and its neighboring communities. Section 1. Conversion into Quirapi Integrated School. - The Quirapi Elementary
2 School in Barangay Quirapi, Municipality of Castilla, Province of Sorsogon is hereby 3 converted into an integrated school to be known as Quirapi Integrated School.
Sec. 2. Transfer of Assets and Liabilities. - All personnel, assets, liabilities and
records of the Quirapi Elementary School are hereby transferred to and absorbed by the Quirapi Integrated School.
Sec. 3. Appropriations. - The Secretary of Education shall immediately include in
the Department's program the operationalization of the Quirapi Integrated School, the funding of which shall be included in the annual General Appropriations Act.
Sec. 4. Effectivity. - This Act shall take effect fifteen (15) days after its complete
publication in the Official Gazette or a newspaper of general circulation. Approved,
