Escudero AN ACT CONVERTING THE VINISITAHAN ELEMENTARY SCHOOL IN BARANGAY VINISITAHAN, MUNICIPALITY OF DONSOL, PROVINCE OF SORSOGON, INTO AN INTEGRATED SCHOOL TO BE KNOWN AS THE VINISITAHAN INTEGRATED SCHOOL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE This bill, as a counterpart measure of House Bill No. 6271 filed by the Representative of the First District of the Province of Sorsogon, seeks to convert Vinisitahan Elementary School in Barangay Vinisitahan, Municipality of Donsol, Province of Sorsogon into an integrated school, to be known as the Vinisitahan Integrated School. Located in a coastal community some 8.4 kilometers away from Donsol Town Proper, Vinisitahan Elementary School serves the communities of Vinisitahan, Tinanogan, Sibago, Malinao, Malapoc, and Tuba. Despite its status as a Central School and a Level II School Based Management (SBM) practitioner, many of its graduates struggle to transition to secondary education due to the geographic isolation of the area. This, in turn, forces students to rely on precarious and costly modes of travel, which often results in students discontinuing their education to support their families. Converting Vinisitahan Elementary School into an integrated school directly addresses the aforementioned financial and logistical barrier to secondary education, while helping decongest educational institutions in the town proper. This transition will be readily achievable given the school's existing roster of qualified personnel, ongoing construction of additional classrooms, and available ICT resources. In light of the foregoing, and the need to bring educational services closer to the learners, the approval of this bill is earnestly requested. FRANCE RECUORRO

Section 1. Conversion into Vinisitahan Integrated School. - The Vinisitahan

Elementary School in Barangay Vinisitahan, Municipality of Donsol, Province of Sorsogon is hereby converted into an integrated school to be known as Vinisitahan Integrated School.

Sec. 2. Transfer of Assets and Liabilities. - All personnel, assets, liabilities and

records of the Vinisitahan Elementary School are hereby transferred to and absorbed by the Vinisitahan Integrated School.

Sec. 3. Appropriations. - The Secretary of Education shall immediately include in

the Department's program the operationalization of the Vinisitahan Integrated School, the funding of which shall be included in the annual General Appropriations Act.

Sec. 4. Effectivity. - This Act shall take effect fifteen (15) days after its complete

publication in the Official Gazette or a newspaper of general circulation. Approved,
