Pedagogical Approaches in the Basic Education Curriculum

No. 1899 (In substitution of Senate Bill Nos. 530 and 624, taking into consideration House Bill No. 5939) PREPARED BY THE COMMITTEE ON BASIC EDUCATION WITH SENATORS LEGARDA, GATCHALIAN, AQUINO, AND VILLANUEVA AS AUTHORS THEREOF AN ACT ALLOWING THE DEPARTMENT OF EDUCATION THE FLEXIBILITY TO DETERMINE THE PEDAGOGICAL APPROACHES TO BE IMPLEMENTED IN THE BASIC EDUCATION CURRICULUM, AMENDING FOR THE PURPOSE
SECTION 5 OF REPUBLIC ACT NO. 10533 OR THE
"ENHANCED BASIC EDUCATION ACT OF 2013" Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Section 5 of Republic Act No. 10533 or the
"Enhanced Basic Education Act of 2013" is hereby amended to read as follows: "SEC. 5. Curriculum Development. - x x x. x xx.
The DepEd shall adhere to the following standards and principles in developing the enhanced basic education curriculum: (a) xxx (b) xxx (c) xxx (d) xxx (e) xxx (f) xxx (g) The curriculum shall [use the spiral progression] EMPLOY THE approach DEEMED MOST EFFECTIVE BY THE DEPED to ensure mastery of knowledge and skills after each level: PROVIDED, THAT THE CURRICULUM AND APPROACH SHALL BE SUBJECT TO REVIEW AT LEAST ONCE EVERY FIVE (5) YEARS TO DETERMINE THEIR RELEVANCE AND EFFECTIVENESS IN ACHIEVING THE EDUCATIONAL GOALS, FOLLOWING A SYSTEMATIC
CURRICULUM DEVELOPMENT PROCESS DETERMINED BY THE DEPED; and (h) xxx."
SEC. 2. Implementing Rules
and Regulations. - Within ninety (90) days from the effectivity of this Act, the DepEd and other education stakeholders shall promulgate 7 the rules and regulations to effectively implement the provisions of this Act. The implementing rules and regulations issued pursuant to this Act shall take effect thirty (30) days after its publication in a newspaper of general circulation. SEC. 3. Repealing Clause. - All other laws, presidential decrees, executive orders, letters of instruction, proclamations, administrative orders, rules, or regulations that are inconsistent with this Act are hereby repealed, amended, or modified accordingly.
SEC. 4. Effectivity. - This Act shall take effect after
fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation. Approved,
