It instills love for one's country, creates a sense of unity, and fosters a positive national identity that brings a sense of belonging among fellow Filipinos. Patriotism is crucial as it brings a sense of responsibility and accountability to the nation's welfare, promoting a strong work ethic, and commitment to excellence, leading to active participation of the Filipino youth in community development as they become committed to the growth and progress of the Philippines. Awareness of Filipino youth to national symbols and figures has already diminished over time as the programs of the government have been focused on matters relating to their academic, technological, and developmental advancement. It is high time to reinforce patriotism and nationalism to the Filipino youth. This bill aims to instill in the young generation a sense of patriotism and love for our country by educating them about the Philippines' rich history and heritage. It acknowledges that the Filipino youth is the hope of our nation and the future leaders of our country. The objective of this bill will be achieved through the posting of national symbols and figures in conspicuous places in all government offices, including LGUs. It also mandates all government agencies to display the same on their websites.
With this proposed legislation, it is hoped to raise a generation that is aware, appreciative, and passionate about the Philippines and the values that define us as a nation. In view of the foregoing, early passage of this bill is earnestly sought. MARK A. VILLAR

VILLAR AN ACT MANDATING ALL GOVERNMENT AGENCIES TO POST AND DISPLAY NATIONAL SYMBOLS AND FIGURES TO REINSTILL FILIPINO YOUTH AWARENESS AND PATRIOTISM 1 Be it enacted by the Senate and House of Representatives of the Philippines in 2 Congress assembled:
Section 1. Short Title. - This Act shall be known as the "Youth Awareness to
National Symbols and Figures Act".
Sec. 2. Declaration of Policy. - It is the policy of the State to promote a sense
of national identity among the youth through the recognition and appreciation of national symbols and figures. The State recognizes the importance of instilling patriotism and love of country among the Filipino youth as the future custodians of the nation.
Sec. 3. Posting Requirements. -
(a) All public institutions, including schools, government agencies, and local government units, shall be required to display in conspicuous places the following national symbols and figures: (1) Philippine flag and emblem; (2) National anthem; (3) Pictures of national heroes and leaders;
• ... (4) Relevant excerpts from the Philippine Constitution. (b) All government websites shall be required to post information and multimedia materials related to the national symbols and figures mentioned in Section 4 3(a). (c) The Department of Education (DepEd) and the Commission on Higher 6 Education (CHED), in coordination with relevant national agencies and organizations, 7 shall provide guidelines on the implementation of this section.
Sec. 4. Compliance. -
(a) Within six (6) months from the effectivity of this Act, all public institutions 10 and government websites mentioned in Section 3 shall comply with the posting 11 requirements. (b) Failure to comply with the posting requirements shall be subject to 13 administrative sanctions, including possible fines and penalties, as provided by law.
Sec. 5. Funding. - All public institutions mentioned in Section 3 shall allocate
funds in their respective budgets for the implementation of this Act.
Sec. 6. Implementing Rules and Regulations. - The DepEd, CHED, and relevant
national agencies and organizations shall promulgate the necessary rules and regulations for the effective implementation of this Act within six (6) months from the effectivity of this Act.
Sec. 7. Separability Clause. -If any section or provision of this Act is declared
invalid or unconstitutional, the remainder of the Act shall remain in full force and effect.
Sec. 8. Repealing Clause. - All laws, decrees, executive orders, rules and
regulations, or parts thereof, inconsistent with this Act are hereby repealed or modified accordingly.
Sec. 9. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in at least two (2) newspapers of general circulation. Approved
