SOTTO III AN ACT DECLARING DECEMBER 12TH OF EVERY YEAR AS A SPECIAL WORKING HOLIDAY IN THE ENTIRE COUNTRY TO COMMEMORATE THE FEAST OF OUR LADY OF GUADALUPE EXPLANATORY NOTE Our nation has a long-standing devotion to our Lady of Guadalupe. In fact, in 1935, Pope Pius XI declared Our Lady of Guadalupe as the heavenly Patroness of the Philippines. Since then, the prevalence of this devotion has increasingly grown, reflected by the numerous churches, shrines, and communities honoring her. This 2026, the Pilgrim image of the Our Lady of Guadalupe from Mexico will visit the Philippines as part of the commemoration of the 500th anniversary of the Marian Apparition. According to the Catholic Bishops Conference of the Philippines (CBCP), this visit is a part of a global devotion program called "Novena Intercontinental Guadalupana," which started in 2025, year of the Jubilee of Hope, and will end on the 2031 Jubilee. Around the world; the Feast of Our Lady of Guadalupe is celebrated every 12th of December. In the Philippines, our deeply-rooted veneration and love to Our Lady is commemorated through holy masses, processions, and feasts. By declaring December 12 as a special working holiday, it will allow Filipinos to enrich their spiritual lives by meaningfully participating in religious observances honoring Our Lady of Guadalupe and the impact she has not only in the individual lives of the faithful but to our Nation as well. In view of the foregoing, the immediate passage of this measure is earnestly sought. VICENTE •C. SOTTO III

SOTTO III AN ACT DECLARING DECEMBER 12TH OF EVERY YEAR AS A SPECIAL WORKING HOLIDAY IN THE ENTIRE COUNTRY TO COMMEMORATE THE FEAST OF OUR LADY OF GUADALUPE Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This Act shall be known as the "Feast of Our

Lady of Guadalupe Day Act."

Sec. 2. Feast of Our Lady of Guadalupe Day. - December 12 of every

year is hereby declared as a special working holiday in the entire country to commemorate the Feast of Our Lady of Guadalupe.

Sec. 3. Effectivity. - This Act shall take effect fifteen (15) days from its

publication in the Official Gazette or in at least two (2) newspapers of general circulation. Approved,
