SOTTO III AN ACT ESTABLISHING THE CAPIZ MEDICAL CENTER UNDER THE SUPERVISION, CONTROL AND MANAGEMENT OF THE DEPARTMENT OF HEALTH, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The bill seeks to establish the Capiz Medical Center, a Level III hospital situated at Brgy. Lanot, Roxas City, Capiz under the direct control, supervision and management of the Department of Health (DOH). The province of has one (1) provincial hospital, known as Roxas Memorial Provincial Hospital (RMPH) that serves as the end-referral hospital for the four (4) district hospitals (Infirmary and Level I), military-station hospital, and private hospitals in the Province. The RMPH caters to patients and clients from the city and municipalities in the province of Capiz, and nearby municipalities of the provinces of Aklan, Iloilo, Romblon, and Masbate. Its present authorized bed capacity is 147 with 243 actual implementing bed capacity that provides health care services to the public. Due to the increasing volume of patients and to enhance the quality of health care services rendered, the Capiz Provincial Government, through the very strong support of the Department of Health, established a new hospital at Brgy. Lanot, Roxas City, Capiz. The establishment of the new DOH-HEP funded hospital commenced in the year 2010, with 280 bed capacity. At present, the services offered in the new facility are the following: Out-Patient Department which the Animal Bite Center, We CARE Clinic and Treatment Facility (for HIV/AIDS Prevention and Control), Capiz Eye Center and Newborn Continuity Clinic, and the Gugma Para sa Capiz Dialysis Center. It is unfortunate that the financial capacity of the Capiz Provincial Government cannot fully support the essential changes, provision of necessary equipment and medical facilities or devices, and maintain operational costs of the Capiz Medical Center. As a matter of fact, the recent evaluation of the actual project accomplishment vis-à-vis the target project accomplishment shows that the Province needs the amount of five hundred
thousand thirty six thousand five hundred pesos (536,500.00) to bring the construction to completion. However, the Internal Revenue Allot of IRA of the Province does not suffice the required funds for the completion of the Capiz Medical Center and the additional requirements mandated by governing agencies. The financial limitation of the Capiz Provincial Government to complete the Capiz Medical Center and maintain its operations can be attributed to other important services and programs, including the operations of the four (4) district hospitals, for the welfare of the general public. In addition, the Project Inspection Report of the Regional Project Monitoring Committee VI facilitated by the National Economic and Development Authority VI states that, Section 2.f: Given the tertiary hopital's requirements, the Capiz PLGU cannot effectively operate the hospital. Therefore, it is recommended for turnover to Department of Health upon completion. With the management, operation and supervision of the Capiz Medical Center by the Department of Health, the hospital can now advance by increasing bed capacity, enhancing diagnostic services, introducing residency training programs in Pediatric and Obsterics and Gynecology, and evolve into a specialized hospital that can be designated Apex Hospital for Capiz, Aklan, Romblon, Masbate and Northern Iloilo, in addition to Western Visayas Medical Center in Iloilo City, the only Apex Hospital in Region VI. SOTTO III AN ACT ESTABLISHING THE CAPIZ MEDICAL CENTER UNDER THE SUPERVISION, CONTROL AND MANAGEMENT OF THE DEPARTMENT OF HEALTH, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled.
Section 1. Declaration of Policy.- The State shall protect and promote the
right to health of the people, and instill health consciousness among them. Towards the end, the State shall give adequate, accessible and affordable primary, secondary, and tertiary health services for all its citizens.
Section 2. Objectives.-
(a) To provide easy, affordable, and timely access to timely health care for the Filipino people of the province of Capiz especially the underprivileged, the poor, disabled, women and children, and as resources would allow, free medical care to indigent citizens; (b) To provide teaching, training, and research facilities for students in medicine, nursing, therapy, x-ray technology and other allied health profession in the Province of Capiz through the Capiz Medical Center; (c) To promote, encourage, and engage in scientific research in the prevention of diseases and the care and treatment of patients and relevant activities, including the grant of scholarships and conduct of relevant congresses, conventions, seminars, and conferences; and (d) To Provide other medical services pursuant to the goals, objectives and rules of the Universal Health Care Act.
Section 3. There shall be established a medical center at Brgy. Lanot, Roxas
2 City, Capiz to be known as the Capiz Medical Center under the supervision, control and management of the Department of Health.
Section 4. The Department of health in consultation and coordination with
local government officials concerned shall promulgate the necessary rules and 7 regulation for the effective implementation of this Act.
Section 5. Scope.— Upon completion of the Capiz Medical Center, the Capiz
Provincial Government shall turnover the same to the Department of Health. The Secretary of Health shall immediately include in the Department's programs the implementation of this Act, particularly the operation of the 13 Capiz Medical Center, the funding of which shall be included in the annual General Appropriations Act. issuances, rules and
Section 6. All laws, decrees, orders, ordinances,
regulations or parts whereof which are inconsistent with the provision of this Act are hereby repealed or modified accordingly.
Section 7. This Act shall take effect fifteen (15) days after its publication in
the Official Gazette or in a newspaper of general circulation. Approved.
