Its extension campus in Bantayan, located on Bantayan Island, has helped bring higher education opportunities closer to residents of this geographically distinct area. This bill seeks to convert the CTU-Bantayan Extension Campus into an independent regular campus, to be known as the CTU-Bantayan Campus. The proposed conversion will allow the campus to strengthen its academic and administrative capacity and more effectively respond to the educational and development needs of the island and nearby communities. As a regular campus, CTU-Bantayan will be better positioned to expand its academic programs and support fields relevant to the local economy, including education, tourism, science and technology, information technology, agriculture, environmental management, and other livelihood-related areas. It is likewise expected to undertake research and extension services that support island and coastal communities, particularly in sustainable tourism, fisheries, and coastal resource management.

The measure provides for the orderly transition of personnel, assets, and records from the extension campus to the regular campus, while protecting the rights and security of tenure of existing employees. With regular campus status, the institution can also improve facilities, personnel support, and overall service delivery through dedicated funding. The conversion of the CTU Extension Campus in Bantayan into an independent regular campus is expected to further expand access to higher education and contribute to human resource development and local growth in Bantayan Island. Section 1. Short Title. - This Act shall be known as the "Cebu Technological

2 University (CTU) - Bantayan Campus Act".

Sec. 2. Conversion into a Regular Campus. - The Cebu Technological

University shall convert the extension campus located in the Municipality of Bantayan, Bantayan Island, Province of Cebu into a regular campus, to be known as the "CTU - Bantayan Campus". This conversion signifies its establishment as a regular, degree- 7 granting academic institution within the CTU System, with its own distinct & administration, budget allocation, and capacity for program development, subject to the overall policies of the CTU Board of Regents.

Sec. 3. General Mandate. - The CTU - Bantayan Campus shall primarily

provide undergraduate and graduate courses such as education, tourism, science and technology, information technology, agriculture, forestry, environmental science, livelihood technology education, public safety, water and coastal management, and such programs within its areas of competency and specialization. These programs shall be pursuant to the mandates of the CTU, and according to its capability, as the Board of Regents, hereinafter referred to as the Board, may deem necessary for the accomplishment of its objectives, and those which respond to the human resource development needs of the Province of Cebu and the Central Visayas Region.

The campus shall place a particular focus on programs that leverage the unique coastal and marine resources of Bantayan Island and surrounding areas, including but not limited to sustainable tourism, marine biology, and fisheries management. It shall be mandated to undertake research and extension services in support of the socioeconomic development and to provide progressive leadership in these areas, with an emphasis on environmental protection and sustainable development initiatives for the island's ecosystem.

Sec. 4. Supervision and Management. - The governing board of the University

shall be the Board of Regents as provided for in Republic Act No. 9744, which serves as the Charter of Cebu Technological University. Likewise, the University shall be 11 headed by the University President, subject to the provisions of the same Charter. The Campus shall be headed by a Campus Director who shall be appointed by the Board, subject to its institutional guidelines, qualifications, and standards, and upon the recommendation of the University President. To ensure a smooth transition, the incumbent designated Campus Director of CTU - Bantayan Campus shall serve as Officer-in-Charge Campus Director until the Board appoints a new Campus Director.

Sec. 5. Compliance with the Requirements of the Commission on Higher

Education (CHED). - It shall be the primary duty of the Campus Director to ensure compliance of the CTU - Bantayan Campus with the policies, standards, and guidelines of the Commission on Higher Education for the operation of the campus, including those related to the offering of courses and the introduction of new or revised programs prior to the conversion.

Sec. 6. Management of Personnel, Assets, and Records. - All assets, both real

and personal properties, personnel, and records of the CTU - Bantayan Campus, as well as its liabilities or obligations, shall be transferred to the CTU. The positions, rights, and security of tenure of faculty members and personnel therein employed under existing laws prior to the conversion into regular campus shall be respected. All parcels of land and all other real properties belonging to the government occupied by the CTU - Bantayan Campus shall be transferred to the CTU: Provided, That should the CTU - Bantayan Campus of the CTU cease to exist or be abolished or should such aforementioned parcels of land be no longer needed by the CTU, the same shall revert to the local government unit concerned or the Republic of the Philippines, as the case may be in accordance with applicable laws, rules and regulations.

Sec. 7. Suppletory Application. - The provisions of Republic Act No. 8292,

otherwise known as the "Higher Education Modernization Act of 1997", as well as Republic Act No. 9744, shall form part of this Act.

Sec. 8. Appropriations. - The amount necessary to carry out the provisions of

5 this Act shall be included in the annual General Appropriations Act (GAA). The initial 6 operationalization and development of the CTU - Bantayan Campus shall be given due 7 priority in the annual GAA. The Municipality of Bantayan shall continue to provide assistance to the CTU - Bantayan Campus until such time that the amount necessary for the operation and maintenance of the CTU - Bantayan Campus shall be included in the annual GAA.

Sec. 9. Implementing Rules and Regulations. - Within sixty (60) days from the

approval of this Act, the Board shall, in consultation with the CHED, issue rules and regulations to implement its provisions.

Sec. 10. Separability Clause. - If, for any reason, any part or provision of this

Act is declared invalid or unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

Sec. 11. Repealing Clause. - All other laws, presidential decrees, executive

orders, rules and regulations, contrary to or inconsistent with the provisions of this Act are repealed or modified accordingly.

Sec. 12. Effectivity. - This Act shall take effect fifteen (15) days after its

complete publication in the Official Gazette or in a newspaper of general circulation. Approved,
