GO AN ACT ESTABLISHING A NATIONAL HIGH SCHOOL IN BARANGAY SAN ROQUE, MUNICIPALITY OF SAN ISIDRO, PROVINCE OF DAVAO ORIENTAL TO BE KNOWN AS SAN ROQUE NATIONAL HIGH SCHOOL AND APPROPRIATING FUNDS THEREOF EXPLANATORY NOTE Article XIV, Section 1 of the 1987 Philippine Constitution mandates that the State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. In pursuit of the state's constitutional mandate, this proposed measure establishes a national high school in Barangay San Roque, Municipality of San Isidro, Province of Davao Oriental to be known as San Roque National High School. The proposed establishment of this national high school will serve as a center of accessible and quality secondary education for the youth of Barangay San Roque and its neighboring communities, providing them with a better learning opportunity and supporting the government's efforts toward inclusive and equitable education for all. SECTION 1. There is hereby established, under the supervision of the

2 Department of Education, a national high school in Barangay San Roque, Municipality 3 of San Isidro, Province of Davao Oriental to be known as San Roque National High School.

SEC. 2. The Secretary of Education shall immediately include in the

Department's program the operationalization of the San Roque National High School, the funding of which shall be included in the annual General Appropriations Act.

SEC. 3. The Secretary of Education shall formulate the rules and regulations

implementing the provisions of this Act within one hundred twenty (120) days after its effectivity. SEV 4. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation. Approved,
