MARCOS AN ACT ESTABLISHING A 25-BED CAPACITY HOSPITAL IN BARANGAY CASIGANG MUNICIPALITY OF SANTO TOMAS, PROVINCE OF DAVAO DEL NORTE, TO BE KNOWN AS THE SANTO TOMAS MUNICIPAL HOSPITAL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article II, Section 15 of the 1987 Philippine Constitution mandates the State to protect and promote the right to health of the people and to ensure access to essential health services, particularly in underserved and rural communities. The Municipality of Santo Tomas in the Province of Davao del Norte currently relies on its Rural Health Unit for basic medical services. Although the local government has taken initial steps to improve health infrastructure, including the acquisition of land for a proposed hospital, the absence of a fully equipped and adequately staffed facility continues to limit the delivery of comprehensive and emergency healthcare to its residents. This bill seeks to establish a 25-bed capacity municipal hospital in Barangay Casig-ang, Municipality of Santo Tomas, Province of Davao del Norte, under the supervision of the Department of Health. The proposed hospital will strengthen primary and secondary healthcare, decongest nearby provincial hospitals, reduce the need for long-distance travel for medical treatment, and improve health outcomes for Santo Tomas and neighboring municipalities. MARCOS AN ACT ESTABLISHING A 25-BED CAPACITY HOSPITAL IN BARANGAY CASIGANG MUNICIPALITY OF SANTO TOMAS, PROVINCE OF DAVAO DEL NORTE, TO BE KNOWN AS THE SANTO TOMAS MUNICIPAL HOSPITAL, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. Establishment of the Santo Tomas Municipal Hospital. - There
shall be established, under the supervision of the Department of Health (DOH), а 25- bed capacity hospital in Barangay Casig-ang, Municipality of Santo Tomas, Province of Davao del Norte, to be known as the Santo Tomas Municipal Hospital.
SEC. 2. Appropriations. - The amount necessary to carry out the provisions of
this Act shall be charged against the appropriations authorized for the purpose under 8 the fiscal year 2024 General Appropriations Act. Thereafter, such sums as may be necessary for the operations and maintenance of the herein hospital shall be included in the annual General Appropriations Act..
SEC. 3. Staffing and Operational Funding. - Before the construction of the
hospital, the Secretary of the Department of Health (DOH) shall issue a written assurance that personnel of the hospital will be appointed, and that funds for its maintenance and operations have been appropriated.
SEC. 4. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in the Official Gazette or in a newspaper of general circulation. Approved,
