Go AN ACT ESTABLISHING IN THE MUNICIPALITY OF TIGAON, PROVINCE OF CAMARINES SUR A GENERAL HOSPITAL TO BE KNOWN AS THE TIGAON MOTHER AND CHILD GENERAL HOSPITAL AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article II, Section 15 of the 1987 Philippine Constitution provides that "The state shall protect and promote the right to health of the people and instill health consciousness among them." Access to quality maternal and child healthcare, including neonatal and postnatal care, is essential to reduce mortality, prevent complications, and ensure healthy child development. Ensuring that these services are accessible locally can save lives and improve the overall health outcomes of mothers and children. According to the Philippine Statistics Authority (PSA), the population of the Municipality of Tigaon in Camarines Sur was 60,524 as of the 2020 Census. Despite this sizable population, residents currently rely on the Bicol Medical Center in Naga City, which is over 40 kilometers away. Many patients have to travel for at least an hour to access specialized maternal and child healthcare services, creating barriers to timely and effective care.

This bill seeks to establish the Tigaon Mother and Child General Hospital to provide essential maternal, neonatal, and pediatric specialty services. By creating this hospital, the government will ensure that mothers and children in the area have timely access to critical healthcare, reduce the need for long and potentially risky travel for care, and improve overall maternal and child health outcomes in Tigaon and its neighbouring municipalities. Go AN ACT ESTABLISHING IN THE MUNICIPALITY OF TIGAON, PROVINCE OF CAMARINES SUR A GENERAL HOSPITAL TO BE KNOWN AS THE TIGAON MOTHER AND CHILD GENERAL HOSPITAL AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. There shall be established in the Municipality of Tigaon, Province

2 of Camarines Sur, a general hospital to be known as the Tigaon Mother and Child 3 General Hospital, which shall be under the direct control and supervision of the 4 Department of Health (DOH) and with a bed capacity of at least one hundred (100) 5 beds.

Sec. 2. The Tigaon Mother and Child General Hospital shall serve as an apex

7 or end-referral facility at the regional level providing an array of basic comprehensive clinical services which prioritizes prenatal testing, obstetrics and gynecological services, pediatric care, lactation programs, nutrition services, neonatal care, immunization services, postpartum depression support, educational classes for parenting, and women and children's health awareness.

Sec. 3. Any future increase in bed capacity, healthcare facilities, service

14 capability, and human resource complement shall be based on the hospital 15 development plan that shall be prepared by the DOH.

Sec. 4. The Secretary of Health shall immediately include in the Department

2 program the implementation in this Act, the funding for which shall be included in the 3 Annual General Appropriations Act.

Sec. 5. If any portion or provision of this Act is declared unconstitutional, the

5 remainder of this Act or any provisions not affected thereby shall remain in full force 6 and effect.

Sec. 6. Any laws, acts, decrees, executive orders, issuances, and rules and

8 regulations or parts thereof which are contrary to and inconsistent with this Act are 9 hereby repealed, amended or modified accordingly.

Sec. 7. This Act shall take effect fifteen (15) days after its publication in the

Official Gazette or in a newspaper of general circulation. Approved,
