GO AN ACT ESTABLISHING A NATIONAL HIGH SCHOOL IN BARANGAY PINTATAGAN, MUNICIPALITY OF BANAYBANAY, PROVINCE OF DAVAO ORIENTAL TO BE KNOWN AS PINTATAGAN NATIONAL HIGH SCHOOL AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Article II, Section 13 of the 1987 Constitution provides that "the State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being." Further, Article XIV, Section 1, likewise mandates that "the State shall take appropriate steps to make such education accessible to all." Education is a fundamental right and a key factor in achieving national development. It is through accessible and quality education that individuals, particularly the youth are being empowered to improve their lives and those of their families while contributing to the growth and progress of their communities. Through education, people are given the opportunity to break the cycle of poverty, elevate their standard of living, and foster active participation in the nation's economic and social advancement. In this light, this proposed measure seeks to establish a national high school in Barangay Pintatagan, Municipality of Banaybanay, Province of Davao Oriental, to be

known as the Pintatagan National High School, under the supervision of the Department of Education (DepEd). The establishment of this national high school will provide greater access to quality secondary education, reduce the burden on students and parents, and promote inclusive educational development within the community. It will also help realize the government's goal of bringing education closer to every Filipino learner, especially in rural and underserved areas. In view of the foregoing, the immediate passage of this measure is earnestly sought. SENATOR CHRISTOPHER LAWRENCE "BONG" T. GO

SECTION 1. There is hereby established, under the supervision of the Department

2 of Education, a national high school in Barangay Pintatagan, Municipality of Banaybanay, 3 Province of Davao Oriental to be known as Pintatagan National High School.

SEC. 2. The Secretary of Education shall immediately include in the Department's

6 program the operationalization of the Pintatagan National High School, the funding of 7 which shall be included in the annual General Appropriations Act.

SEC. 3. The Secretary of Education shall formulate the rules and regulations

implementing the provisions of this Act within one hundred (120) days after its effectivity.

SEC. 4. This Act shall take effect fifteen (15) days after its publication in the Official
