MARCOS AN ACT ESTABLISHING A PHILIPPINE SCIENCE HIGH SCHOOL CAMPUS IN THE MUNICIPALITY OF IGUIG, PROVINCE OF CAGAYAN AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The Constitution recognizes education as a fundamental right and mandates the State to make quality education accessible to all. In particular, the State is tasked to give priority to education and to promote excellence, innovation, and competence in science and technology as vital components of national development. The Philippine Science High School System plays a crucial role in developing academically gifted students, especially in the fields of science, technology, engineering, and mathematics. However, access to science-oriented secondary education remains limited in several regions due to the concentration of existing campuses and constraints in facilities and manpower. At present, the Cagayan Valley Region is served by only one Philippine Science High School campus. The continued increase in applicants from Cagayan and nearby provinces has placed considerable pressure on existing resources, thereby limiting opportunities for many qualified students who seek admission. This bill seeks to address this gap by establishing a Philippine Science High School campus in the Municipality of Iguig, Province of Cagayan. The proposed campus will help decentralize access to specialized science education, expand educational opportunities for long-term advancement of science and technology in the country, and support the development of a skilled and innovation-driven youth sector in Northern Luzon. MARCOS AN ACT ESTABLISHING A PHILIPPINE SCIENCE HIGH SCHOOL CAMPUS IN THE MUNICIPALITY OF IGUIG, PROVINCE OF CAGAYAN AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. Establishment of the Philippine Science High School. - There shall

be established a Philippine Science High School Campus in the Municipality of Iguig, Province of Cagayan which shall be under the supervision of the Department of Science and Technology.

SEC. 2. Integration into the Philippine Science High School System. - Cagayan

7 Campus shall be integrated into the Philippine Science High School System Act under Republic Act No. 8496, otherwise known as the "Philippine Science High School System Act of 1997."

SEC. 3. Administration and Supervision of the Campus. - The Philippine

Science High School (PSHS) System, in coordination with the Department of Science and Technology, is hereby tasked to administer and supervise the establishment of the Philippine Science High School-Cagayan Campus under this Act.

SEC. 4. Appropriations. - The amount necessary to carry out the provisions of

this Act shall be incorporated in the annual General Appropriations Act of the succeeding year following the approval of this Act.

SEC. 5. Effectivity. - This Act shall take effect fifteen (15) days after its

publication in the Official Gazette or in two (2) newspapers of general circulation. Approved,
