MARCOS AN ACT ESTABLISHING A HOSPITAL IN THE MUNICIPALITY OF CALASIAO PROVINCE OF PANGASINAN, TO BE KNOWN AS THE CALASIAO DISTRICT HOSPITAL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The Province of Pangasinan is composed of six (6) districts, one of which is the Third District, consisting of one (1) city and five (5) municipalities with a combined total of 304 barangays. According to the 2020 Census, the district's population exceeds 780,000, surpassing that of many provinces in the country. Given its geographic location and proximity to Dagupan City, the primary commercial and service center of the province, the Municipality of Calasiao has emerged as a key access point for economic and social activities in the Third District. Despite this, and notwithstanding its classification as a first-class municipality, Calasiao currently lacks a government hospital. Recent public health challenges have underscored the importance of strengthening hospital capacity and improving access to quality medical services, especially in highly populated areas. Existing healthcare facilities are insufficient to meet demand, particularly for comprehensive services requiring specialized care and critical treatment. Hence, the absence of a district-level hospital within the area highlights the need for an additional public health facility that can adequately respond to the medical requirements of the district's large and growing population. This measure proposes the establishment of the Calasiao District Hospital to enhance the delivery of essential healthcare services in Pangasinan, with emphasis on serving the residents of the Third District. MARCOS AN ACT ESTABLISHING A HOSPITAL IN THE MUNICIPALITY OF CALASIAO PROVINCE OF PANGASINAN, TO BE KNOWN AS THE CALASIAO DISTRICT HOSPITAL, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. Establishment of the Calasiao District Hospital. - There shall be
established at least a two hundred (200) bed capacity, under the direct supervision of the Department of Health a District Hospital in the Municipality of Calasiao, Province of Pangasinan, in accordance with the standards of the Department of Health, to be known as the Calasiao District Hospital.
SEC. 2. Pre-Construction Requirements. - Before the construction of the
hospital, the Secretary of Health shall issue a written assurance that personnel of the hospital will be appointed and that funds for its maintenance and operation have been appropriated.
SEC. 3. Formulation of Rules and Regulations. - Within ninety (60) days from
the approval of this Act, the Secretary of the DOH, in consultation with the Secretary of Budget and Management, shall promulgate the necessary rules and regulations to implement the Provisions of this Act.
SEC. 4. Funding and Implementation. - The Secretary of the DOH shall
immediately include in the Department's programs the implementation of this Act, the funding of which shall be included in the annual General Appropriations Act.
SEC. 5. Separability Clause. - If any provision or part of this Act is declared
unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.
SEC. 6. Repealing Clause. - All laws, decrees, executive orders, and other
presidential issuance which are inconsistent with this Act are hereby repealed, amended or modified accordingly.
SEC. 7. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in the Official Gazette or in a newspaper of general circulation. Approved,
