Villar TALENT DEVELOPMEN INITIATIVES FOR LOCAL PROVIDING ARTISTS EXPLANATORY NOTE The State shall give priority to education, science and technology, arts, culture, and sports, to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development. The Philippines boasts a rich artistic heritage, influenced by colonial and cultural traditions, from prehistoric times to the present. Filipino artists continue to earn national pride through their achievements. Despite this, government support for initiatives, spaces, and venues for artists to showcase their talents is lacking. Communities should be provided with opportunities and free spaces for arts and culture to flourish. In line with this, Republic Act No. 7356, Section 12 highlights the State's responsibility to encourage and ensure the genuine participation of Filipino artists in the development and promotion of national culture and arts. Therefore, this bill seeks to provide substantial support and talent development initiatives for local artists, in accordance with the 1987 Philippine Constitution, Article XIV, Section 14, which mandates the State to foster the preservation, enrichment, and dynamic evolution of a Filipino national culture based on the principle of unity in diversity in a climate of free artistic and intellectual expression. Villar AN ACT PROVIDING TALENT DEVELOPMENT INITIATIVES FOR LOCAL ARTISTS Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. — This Act shall be known as the "Talent

2 Development Initiatives Act.

Sec. 2. Declaration of Policy. - It is the policy of the State to promote

4 and support the talents of the Filipino people in arts, aiming to cultivate 5 creativity and enhance the cultural identity of the nation. The State shall 6 accordingly facilitate and provide support and opportunities for the 7 establishment of regional and local platforms showcasing such talents and 8 allowing the public to have access to local arts.

Sec. 3. Establishment of Regional Talent Development Board. - The

10 Department of Tourism (DOT) and National Commission for Culture and the 11 Arts (NCCA) shall establish a Regional Talent Development Board in every region composed of representatives from component local government units. The Board shall formulate talent development initiatives and provide logistical support to local artists through coordination and cooperation with respective local government units.

Sec. 4. Permission to Use Public Places. - The Regional Talent

17 Development Board shall secure permission from the regional and local 18 government offices to use the public places, upon consultation with the

respective local government officials, as the place of exhibits for the artworks 2 and performances of the local artists.

Sec. 5. Venues and Schedule. - The Regional Talent Development

4 Board shall identify suitable venues within each region and locality for the 5 conduct of the art exhibitions. The schedule of exhibits and performances shall be determined by the Regional Talent Development Board upon consultation 7 with the respective local government officials.

Sec. 6. Funding. - An amount necessary to carry out the aims and

9 purposes of this Act shall be allocated by Congress annually and shall be managed and disbursed by the NCCA. The fund shall serve the purpose of 11 funding talent development initiatives and providing logistical support to local 12 artists.

Sec. 7. Implementing Rules and Regulations. — Within sixty (60) days

from the approval of this Act, the DOT and NCCA shall formulate and promulgate the necessary implementing rules and regulations to ensure the effective implementation of this Act.

Sec. 8. Separability Clause. - If any portion or provision of this Act is

18 subsequently declared invalid or unconstitutional, other provisions hereof which 19 are not affected thereby shall remain in full force and effect.

Sec. 9. Repealing Clause. - All other laws, acts, presidential decrees,

executive orders, presidential proclamations, issuances, rules and regulations, 22 or parts thereof which are contrary to or inconsistent with any of the provisions of this Act are hereby repealed, amended, or modified accordingly.

Sec. 10. Effectivity. - This Act takes effect after fifteen (15) days

following its publication in the Official Gazette or in a newspaper of general circulation. Adopted,
