Wealth and a high majority of jobs are created by small businesses started by business-minded individuals, who may go on to create big businesses. Many experienced business people, political leaders, economists, and educators believe that fostering a robust entrepreneurial culture will maximize individual and collective economic and social success. This bill aims to instill an entrepreneurial spirit in young minds by introducing them to the concepts and principles of entrepreneurship at an early stage. By familiarizing students with the entrepreneurial landscape from the beginning of their educational journey, we empower these young innovators to develop, refine, and actively practice the essential skills needed to become successful business leaders. Integrating entrepreneurship into educational curricula holds tremendous potential to benefit future generations. By doing so, we pave the way for a vibrant economy that has the capacity to flourish and thrive, ultimately ensuring a prosperous future for all. VILLAR AN ACT REQUIRING THE INCLUSION OF ENTREPRENEURSHIP AS A SEPARATE SUBJECT IN THE JUNIOR AND SENIOR HIGH SCHOOL CURRICULA OF THE K-12 PROGRAM Be enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Declaration of Policy. - It is the policy of the State to provide a
2 complete, adequate and integrated system of education to private and public-school 3 students. It is likewise the policy to make such a system of education relevant and attuned to the current needs of society and the Filipino people.
Sec. 2. Entrepreneurship Subject in the High School Level. - There shall be a
6 separate subject on entrepreneurship in the junior and senior year curricula of both public and private secondary schools nationwide.
Sec. 3. Development of Subject Content. - The Secretary of the Department of
9 Education (DepEd) shall appoint a Head Subject Specialist (HSS) who shall be the lead person in coordinating all activities necessary for the development and implementation of the subject in the secondary level. The HSS shall conduct a multi-sectoral consultation with educators from public and private high schools, members of the national chambers of commerce and industry, leading entrepreneurs and the public at large for the purpose of determining the appropriate content and scope of the entrepreneurship subject: Provided, That such subject shall include the following entrepreneurial subject matters: (1) management, (2) fund sourcing, (3) program accreditation, and (4) contemporary
1 entrepreneurial practices: Provided, further, That such subject shall have values and 2 skills-formation aspects of the making of individual entrepreneurship; and that such 3 subject shall be attuned to the current policy of industrialization and global competitiveness.
Sec. 4. Implementing Rules and Regulations. - The DepEd, in coordination with
pertinent government instrumentalities, shall develop the implementing rules and regulations, within ninety (90) days from the effectivity of this Act.
Sec. 5. Appropriations. - The amount needed for the initial implementation of
this Act shall be taken from the current year's appropriations of the DepEd. Thereafter, 10 such sums as may be necessary for its continued implementation shall be included in the annual General Appropriations Act.
Sec. 6. Separability Clause. - Any portion or provisions of this Act that may be
declared unconstitutional or invalid and shall not have the effect of nullifying other portions or provisions hereof as long as such remaining portions or provisions can still subsist and be given effect in their entirety.
Sec. 7. Repealing Clause. - All laws, presidential decrees, executive orders,
memoranda, circulars, and other issuances, or parts thereof, which are inconsistent with the Act, are hereby repealed or modified accordingly.
Sec. 8. Effectivity Clause. - This Act shall take effect fifteen (15) days after its
publication in at least two (2) newspapers of general circulation. Approved,
