CAYETANO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO LOUANNE "JACOB" ERLANDSON EXPLANATORY NOTE This proposed bill seeks to grant Philippine citizenship to Louanne "Jacob" Erlandson, a highly accomplished football player with Filipino heritage whose strong character and international experience make him an excellent candidate to strengthen the Philippine men's national football team. Born in Ohio, United States, Erlandson's roots are deeply anchored in the Philippines through his mother, a Filipina born and raised in the Philippines but later acquired citizenship from the United States of America. Erlandson's football career developed collegiately across Huntington University and Bowling Green State University, where his performance earned him two All-Mid American Conference First Team Selections. Following college, he was selected 40th overall in the 2022 Major League Soccer (MLS) SuperDraft by Columbus Crew, leading to professional experience with Columbus Crew 2 in MLS Next Pro. Subsequently, he signed a multi-year contract with Loudoun United FC in February 2024, where he currently plays as a center-back. CAYETANO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO LOUANNE "JACOB" ERLANDSON Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Grant of Philippine Citizenship to Louanne "Jacob" Erlandson. -
Louanne "Jacob" Erlandson is hereby granted Philippine citizenship with all the rights, privileges, and prerogatives, as well as the duties and obligations appurtenant thereto under the Constitution and the laws of the Republic of the Philippines.
Sec. 2. Oath of Allegiance. - Louanne "Jacob" Erlandson shall take the Oath of
6 Allegiance before an officer duly authorized to administer the same. The Oath of 7 Allegiance shall be registered with the Bureau of Immigration.
Sec. 3. Certificate of Naturalization and Enjoyment of Philippine Citizenship. -
Upon registration of the Oath of Allegiance, the Bureau of Immigration shall issue a Certificate of Naturalization to Louanne "Jacob" Erlandson who shall thereupon enter into the full enjoyment of Philippine Citizenship.
Sec. 4. Effectivity. - This Act shall take effect after fifteen (15) days following
its complete publication in the Official Gazette or a newspaper of general circulation. Approved,
