Senate Office of the Scurtary TWENTIETH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES First Regular Session 26 JAN 26 P12:55 SENATE RECEIVED BY S. No. 1680 Introduced by Senator PIA S. CAYETANO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO NYA LAYSON HARRISON EXPLANATORY NOTE This proposed bill seeks to grant Philippine citizenship to Nya Layson Harrison, a talented athlete with Filipino heritage whose athletic excellence and international experience would greatly benefit the Philippine national women's football team, the Filipinas. Harrison has a deep-rooted connection to the Philippines through her mother, Sherill Bonoan Layson, who was a natural-born Filipino citizen from Quezon City. Harrison was born in the United States in 2002 while her mother was a U.S. citizen and was raised in a household where Filipino culture and values were central to her identity. Whether through her close family ties or her time living with her grandparents in Mandaluyong City, Harrison has always stayed connected to her heritage. Harrison is a professional football player currently representing San Diego Wave FC in the National Women's Soccer League. Her twenty years of high-level competitive experience, including a championship career at Stanford University, have prepared her to compete on the global stage. She has already demonstrated her commitment to the nation by participating in national team training camps and visiting the Philippines multiple times. Beyond football, Harrison is dedicated to the development of Philippine sports. She aspires to invest in grassroots programs and community engagement, serving as an inspiration to Filipino athletes.

Granting Philippine citizenship to Nya Layson Harrison will enable her to officially represent the Philippines in football and further contribute to the growth of sports and youth development in the country. Through this, the Philippines gains an elite representative capable of elevating the national team to new heights and a role model dedicated to inspiring Filipino youth to dream of international excellence. In view of the foregoing, the approval of this bill is earnestly sought. Pia S. Cantano lo PIA S. CAY TANO
