Tovar's connection to the Philippines is anchored in a deep, three-generation family lineage in Tarlac. Her mother is the daughter of parents who were both born and raised in the province. Tovar continues to maintain an active presence in the province, regularly visiting her extended family in Tarlac during her professional off- seasons. She has consistently demonstrated a "service-first" mindset by organizing annual charitable efforts for Three Kings Day (Tres Reyes), providing clothing and essential aid to her local community - a tradition that reflects her enduring commitment to the Filipino people. Her commitment to the Philippine women's football team became evident through her active participation in the team's training camp, where she demonstrated international-level skills and leadership on the pitch. Granting Philippine citizenship to Tovar will seal a bond that already exists in spirit and service. It recognizes a professional athlete who has chosen to represent her heritage over all other options, serving as a catalyst for national pride and a mentor for the next generation of Filipino
athletes. Her naturalization ensures that the Philippines can continue to field its strongest possible team on the global stage. In view of the foregoing, the approval of this bill is earnestly sought.

CAYETANO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO EMMA ROSE VALENZUELA TOVAR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Grant of Philippine Citizenship to Emma Rose Valenzuela Tovar. -
Emma Rose Valenzuela Tovar is hereby granted Philippine citizenship with all the rights, privileges, and prerogatives, as well as the duties and obligations appurtenant 4 thereto under the Constitution and the laws of the Republic of the Philippines.
Sec. 2. Oath of Allegiance. - Emma Rose Valenzuela Tovar shall take the Oath
6 of Allegiance before an officer duly authorized to administer the same. The Oath of 7 Allegiance shall be registered with the Bureau of Immigration.
Sec. 3. Certificate of Naturalization and Enjoyment of Philippine Citizenship. -
9 Upon registration of the Oath of Allegiance, the Bureau of Immigration shall issue a Certificate of Naturalization to Emma Rose Valenzuela Tovar who shall thereupon enter into the full enjoyment of Philippine Citizenship.
Sec. 4. Effectivity. - This Act shall take effect after fifteen (15) days following
its complete publication in the Official Gazette or a newspaper of general circulation. Approved,
