VILLAR AN ACT MANDATING ALL GOVERNMENT OFFICES TO USE RENEWABLE ENERGY, APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Being a geographically gifted country of over 7000 islands, the Philippines has an abundant source of renewable energy. Its strategic location in the Pacific Ring of Fire and exposure to trade winds bolsters its potential for harnessing this energy. The country is actively transitioning to the usage of renewable energy with key sources being hydropower, geothermal, solar, wind, and biomass, with the vision to have 35% renewable energy in its power mix by 2030 and 50% by 2040. In 2024 alone, the country added 794.34 megawatts (MW) of new renewable energy capacity, exceeding the combined 759.82 MW installed in 2021 (230.10 MW), 2022 (328.18 MW), and 2023 (201.54 MW). This achievement has helped strengthen grid reliability and resilience, providing a more stable and secured energy supply for the Filipino people. As we continually harness and develop the sector, it is also timely that the use of renewable energy be pioneered by the government to set an example for the citizenry to follow. Thus, this bill seeks to aid the efforts for the maximization of use of available renewable energy by mandating government offices to use said energy source. VILLAR AN ACT MANDATING ALL GOVERNMENT OFFICES TO USE RENEWABLE ENERGY, APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Declaration of Policy. - The State shall protect and advance the right

of the people to a balanced and healthful ecology in accord with the rhythm and 3 harmony of nature. Thus it is the objective to Increase the utilization of renewable energy by institutionalizing the development of national and local capabilities in use of renewable energy systems, and promoting its efficient and cost-effective application, and to establish the necessary Infrastructure and mechanism to carry out the mandates of this law.

Sec. 2. Government Offices. - All national government offices shall install any

appropriate and feasible renewable energy source as provided under Republic Act No. 9513 otherwise known as the Renewable Energy Act of 2003. This includes all provincial, regional, and other satellite offices of the national government including Government-Owned or Controlled Corporation (GOCCS).

Sec. 3. Power Supply. - The renewable energy installed in the government

offices shall be the source of the offices' power supply for at least 20% of its total daily energy consumption.

Sec. 4. Implementing Rules and Regulations. - The Department of Energy

(DOE) and the Department of Environment and Natural Resources (DENR) shall

1 determine the appropriate and feasible renewable energy source depending on the location of the government office concerned, and they shall formulate the rules and regulations necessary to implement the provisions of this Act within three (3) months from the effectivity of this Act.

Sec. 5. Appropriations. - The amount necessary for the implementation of this

6 Act shall be charged to the appropriations of the implementing agencies and the agencies or offices who shall utilize the renewable energy source.

Sec. 6. Separability Clause. - If any portion or provision of this Act is declared

unconstitutional, the remainder of this Act or any provision not affected thereby shall remain in force and effect.

Sec. 7. Repealing Clause, - Any law, presidential decree or issuance, executive

order, letter of instruction, rule or regulation inconsistent with the provisions of this Act is hereby repealed or modified accordingly.

Sec. 8. Effectivity. - This Act shall take effect fifteen (15) days following its

publication in a newspaper of general circulation. Approved,
