GO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO ELIZABETH JEANETTE MEANS EXPLANATORY NOTE This proposed bill seeks to grant Philippine citizenship to Elizabeth Jeanette Means, a distinguished 6 foot basketball player, whose character and athletic prowess make her an indispensable asset to the Gilas Pilipinas Women's National Team. Born on 31 October 2002, Ms. Means was raised in a tight-knit family in Folsom, California. Her upbringing, marked by humble circumstances and the responsibility of being one of eight siblings, instilled in her the essential values of diligence, humility, and profound gratitude. Her deep affinity for the Philippines extends across three generations. Her great grandfather served as a missionary doctor and her grandfather was born in Naga, Camarines Sur, thereby establishing legacy grounded in dedicated service and connection to our country. Ms. Means' discipline is evidenced by her commitment to education. She successfully graduated high school with a 3.75 GPA and earned a college degree in Human Wellness and Nutrition with an impressive 3.7 GPA, consistently making the Dean's List. This academic excellence perfectly mirrors the perseverance she applies on the basketball court, where she has dedicated countless hours to hone her skills since the age of six. GO AN ACT GRANTING PHILIPPINE CITIZENSHIP TO ELIZABETH JEANETTE MEANS Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. Grant of Philippine Citizenship to Elizabeth Jeanette Means. -
2 Elizabeth Jeanette Means is hereby granted Philippine citizenship with all the rights, privileges, and prerogatives, as well as the duties and obligations appurtenant thereto 4 under the Constitution and the laws of the Republic of the Philippines.
Sec. 2. Oath of Allegiance. - Elizabeth Jeanette Means shall take the Oath of
6 Allegiance duly authorized to administer the same. The Oath of Allegiance shall be 7 registered with the Bureau of Immigration.
Sec. 3. Certificate of Naturalization and Enjoyment of Philippine Citizenship. -
9 Upon registration of the Oath of Allegiance, the Bureau of Immigration shall issue a Certificate of Naturalization to Elizabeth Jeanette Means who shall thereupon enter into the full enjoyment of Philippine Citizenship.
Sec. 4. Effectivity. - This Act shall take effect after fifteen (15) days following
its complete publication in the Official Gazette or a newspaper of general circulation. Approved,
