As Father of the Philippine Revolution and founder of the Katipunan, his leadership ignited the struggle that led to the birth of an independent Filipino nation. While museums exist in honoring other figures such as Emilio Aguinaldo and Jose Rizal; there is currently no museum dedicated solely to Bonifacio in the City of Manila - his birthplace and hometown. Existing museums either focus on his trial in Cavite or the wider Katipunan movement in San Juan, leaving a considerable gap in our national commemoration. Establishing the Andres Bonifacio Museum will honor a national hero deserving of exclusive recognition while serving as a premier center for research and education on the Philippine Revolution. It will instill deeper patriotism in future generations of Filipinos and strengthen both cultural tourism and our collective national identity. No. _ SENAER Introduced by Senator Robinhood Padilla AN ACT ESTABLISHING THE ANDRES BONIFACIO MUSEUM IN THE CITY OF MANILA, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This Act shall be known as the "Andres Bonifacio

Museum Act."

Sec. 2. Declaration of Policy. - It is hereby declared the policy of the State to

foster nationalism, preserve the nation's historical and cultural heritage, and honor the lives and contributions of Filipino heroes, including Andres Bonifacio, the Father of 6 the Philippine Revolution. Towards this end, the State affirms its obligation to establish institutions that promote historical awareness, civic consciousness, and scholarly research, recognizing that Bonifacio's leadership and revolutionary vision were indispensable to the attainment of Philippine independence and the shaping of national 10 identity. In acknowledgment of his national significance, the State shall establish a 11 museum in his hometown of Manila to honor his life, heroism, and enduring legacy.

Sec. 3. Establishment of the Andres Bonifacio Museum. - There is hereby

established, under the supervision of the National Historical Commission of the 14 Philippines (NHCP), the Andres Bonifacio National Museum in the City of Manila. The 15 Museum shall be dedicated solely to the life, works, and legacy of Andres Bonifacio, 16 and shall serve as a comprehensive center for historical preservation, research, and 17 public education.

Sec. 4. Mandate and Function. - The Museum shall have the following

2 functions: a. Collect, preserve, and showcase artifacts, documents, artworks, and historical records related solely to Andres Bonifacio; b. Promote scholarly research and educational programs on the Philippine Revolution and Bonifacio's leadership; c. Serve as the central repository of knowledge on Bonifacio's life, works, and ideals, addressing the current lack of a dedicated museum in Manila; and d. Provide immersive experiences that strengthen patriotism and nationalism among Filipinos, especially the youth.

Sec. 5. Administrative Control and Management. - The NHCP shall have full and

exclusive administration and supervision over the Museum, including: a. Policy formulation and implementation; a. Curatorial and conservation responsibilities; b. Staffing, budgeting, and operational oversight; c. Partnerships and collaborations with the Department of Education, Commission on Higher Education, NCCA, and academic institutions and scholars.

Sec. 6. Funding and Appropriations. - The initial funding for the construction,

acquisition of materials, and establishment of operations shall be charged against the 22 appropriations of the NHCP for the immediately succeeding year after the year of the 23 passage of this Act. Subsequent operational expenses shall be included in the NHCP 24 annual budget under the General Appropriations Act (GAA). The Museum may also receive donations, grants, and income from entrance fees and educational activities.

Sec. 7. Construction and Development. - The NHCP shall coordinate with the

27 Department of Public Works and Highways (DPWH) and the City Government of Manila

1 on architectural, engineering, and site development. Such construction shall comply with recognized heritage preservation principles.

Sec. 8. Implementing Rules and Regulations. - Within ninety (90) days from

effectivity of this Act, the NHCP, in consultation with the Department of Education 5 (DepEd), National Commission for Culture and the Arts (NCCA), Department of 6 Tourism (DOT), and the necessary Local Government Unit (LGU), shall promulgate the 7 IRR in consultation with relevant stakeholders and the local government.

Sec. 9. Separability Clause. - If any provision of this Act shall be held

9 unconstitutional or invalid, the other provisions not otherwise affected shall remain in 10 full force and effect.

Sec. 10. Repealing Clause. - All laws, decrees, orders, issuances, and rules and

regulations, or parts thereof inconsistent with the provisions of this Act are hereby repealed or modified accordingly.

Sec. 11. Effectivity Clause. - This Act shall take effect fifteen (15) days following

15 its complete publication in the Official Gazette or in at least two (2) newspapers of 16 general circulation. Approved,
