It involves a range of dangerous behaviors, such as aggressive tailgating, excessive honking, rude gestures, and even physical violence."' While such behavior may begin as mere irritation in traffic, it often escalates into confrontations that endanger lives, damage property, and disrupt public order. According to the LTO and the Philippine National Police- Highway Patrol Group (PNP-HPG), the number of deaths due to road crashes reached 2,747 in 2024 which is a 35% increase from the previous year. reckless driving, a behavior strongly associated with road rage.? Overall, the Philippines recorded 13,125 deaths due to land transport incidents in 2023, accounting for nearly 2% of all deaths nationwide. 4 In Metro Manila alone, tens of thousands of traffic incidents are reported each year, with a significant portion involving aggression or confrontation between drivers. While reckless driving is penalized under current regulations, the law does not adequately distinguish between ordinary traffic violations and the intentional, aggressive, or violent behaviors that characterize road rage. There is an urgent need to create a distinct legal framework that addresses the unique dangers posed by such conduct. The proposed Anti-Road Rage Act seeks to fill this gap. It defines specific acts of road rage, establishes corresponding penalties and mandates rehabilitation or behavioral intervention for offenders. The bill also empowers the Land Transportation Office to implement awareness campaigns and preventive programs aimed at promoting road courtesy and emotional regulation among drivers. TWENTIETH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES JUL -7 A9:04 First Regular Session SENATE Senate Bill No. 158 Introduced by Senator Erwin Tulfo AN ACT PENALIZING ACTS OF ROAD RAGE AND FOR OTHER PURPOSES Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. Short Title. - This Act shall be known as the "Anti-
Road Rage Act of 2025."
SEC. 2. Declaration of Policy. - It is the policy of the State to
make roads safer for all - pedestrians and motorists alike. In this light, policies must therefore be established to protect all road users from acts of road rage that may cause unwarranted road obstruction, physical harm and even death.
SEC. 3. Definition of Terms. - The following terms as used in
this Act shall mean the following: a. Road Rage refers to the aggressive, hostile, or violent behavior in traffic or on the road by an individual deliberately causing injury or damage against the person or property of a motorist, passenger, traffic enforcer, or a pedestrian. b. Road refers to a publicly accessible thoroughfare designed primarily for the passage of motor vehicles. It includes public
highways, streets, avenues, alleys, bridges, shoulders, and intersections, as well as areas adjacent to or integral to the public roadway such as sidewalks, pedestrian lanes, and rail crossings. c. Motorist refers to any individual operating a motor vehicle on public roads. d. Pedestrian refers to any person on foot using the public roadways.
SEC. 4. Penalty. - Any person who engages in Road Rage as
defined in this Act shall be penalized with an imprisonment of six (6) 12 months to one (1) year and/or a fine of not less than Fifty Thousand 13 Pesos (P50,000.00) but not more than One Hundred Thousand Pesos 14 (P100,000.00), at the discretion of the court. In cases where the offending party in a Road Rage is a 17 government official or employee, he or she shall suffer the accessory penalty of perpetual disqualification from government service.
SEC. 5. Revocation of Driver's License. - The driver's license of
a motorist who engages in Road Rage shall be revoked by the issuing authority upon notice and shall not be eligible for renewal for the next five (5) years following the revocation thereof.
SEC. 6. Independent Action. - Nothing in this Act shall preclude
instituting a separate civil, criminal, an offended party from administrative, or other legal action, as may be appropriate.
SEC. 7. Compulsory Road Safety and Anger Management
Program. - The Land Transportation Office (LTO) is hereby mandated to conduct a seminar on proper, safe, and careful driving, including anger management, for the offending party. The completion of said seminar shall be a prerequisite for the renewal of the offending party's driver's license.
SEC. 8. Implementing Rules and Regulations (IRR). - Within
sixty (60) days from the effectivity of this Act, the Land Transportation
1 Office (LTO), in coordination with the Department of Interior and Local Government (DILG), and other relevant government agencies, shall promulgate the necessary rules and regulations of this Act.
SEC. 9. Separability Clause. - Should any provision or part of
this Act be declared unconstitutional or invalid, the other provisions 7 and parts hereof, insofar as they are separable from the invalid ones, shall remain in full force and effect.
SEC. 10. Repealing Clause. - All laws, decrees, orders,
11 proclamations, rules and regulations, or parts thereof, which are 12 inconsistent with this Act are hereby repealed, amended, or modified accordingly.
SEC. 11. Effectivity. - This Act shall take effect fifteen (15) days
after its publication in the Official Gazette or in at least two (2) newspapers of general circulation. Approved,
