MARCOS ESTABLISHING IN BARANGAY TABLON, CAGAYAN DE ORO CITY, PROVINCE OF MISAMIS ORIENTAL, A SATELLITE DISTRICT HOSPITAL OF THE NORTHERN MINDANAO MEDICAL CENTER, TO BE KNOWN AS THE BARANGAY TABLON-NORTHERN MINDANAO MEDICAL CENTER SATELLITE DISTRICT HOSPITAL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE The 1987 Philippine Constitution, under Article XIII, Section 11 provides that, "The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost xxx." With the lack of access to proper and affordable healthcare within the area, the people of the 2nd district of Cagayan de Oro have to travel to the Northern Mindanao Medical Center (NMMC) to address their medical needs. This goes to show that apart from the difficulties of dealing with health conditions, Filipinos also have to deal with the challenges of timely and accessible medical attention. It is the government's foremost duty to provide every Filipino access to quality medical services; one that does not cause more inconvenience to what individuals are already facing with current illnesses or health emergencies. Hence, this bill seeks to establish a satellite hospital in the 2nd District of Cagayan de Oro City to be located at Barangay Tablon, the center of the district. This measure seeks to conform with the policy of the State to provide the Filipino people with quality and efficient health care services. MARCOS AN ACT ESTABLISHING IN BARANGAY TABLON, CAGAYAN DE ORO CITY, PROVINCE OF MISAMIS ORIENTAL, A SATELLITE DISTRICT HOSPITAL OF THE NORTHERN MINDANAO MEDICAL CENTER, TO BE KNOWN AS THE BARANGAY TABLON-NORTHERN MINDANAO MEDICAL CENTER SATELLITE DISTRICT HOSPITAL, AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:
SECTION 1. There shall be established in Barangay Tablon, Cagayan de Oro
City, Province of Misamis Oriental, a satellite district hospital of the Northern Mindanao Medical Center, to be known as the Barangay Tablon-Northern Mindanao Medical Center Satellite District Hospital, which shall be under the direct control and supervision of the City Government of Cagayan De Oro.
SEC. 2. Any future increase in bed capacity, healthcare facilities, service
capability, and human resource complement shall be based on the hospital development plan that shall be prepared by the Chief of Hospital of Barangay Tablon- Northern Mindanao Medical Center Satellite District Hospital, in consultation with the Department of Health.
SEC. 3. The City Government of Cagayan De Oro shall provide the necessary
funds for the establishment of the Barangay Tablon-Northern Mindanao Medical Center Satellite District Hospital. The Secretary of Health shall include in the Department's subsidy program, support for the capital outlay requirements of the said hospital.
SEC. 4. All laws, executive orders, issuances, rules and regulations,
inconsistent with this Act are hereby repealed or modified accordingly.
SEC. 5. This Act shall take effect fifteen (15) days after its publication in the
Official Gazette or in a newspaper of general circulation. Approved,
