It also affirms labor as a primary social economic force. It shall protect the rights of workers and promote their welfare. One of the key challenges faced by graduates of State Universities and Colleges (SUCs) in the Philippines is access to affordable and quality review programs for professional licensure examinations. While education in SUCs is often subsidized or free, many graduates are unable to pursue professional licensure due to the high cost of review centers, which are mostly operated by private institutions situated in Metro Manila. In line with the State's duty to promote quality education and affirm labor as a primary social and economic force, it is imperative to equip graduates with the necessary support to successfully enter the professional workforce.

This bill seeks to establish review centers in State Universities and Colleges (SUCs) that will provide review programs for their graduates who wish to take licensure examinations in various fields such as education, nursing, engineering, accountancy, criminology, and others. By doing so, the government ensures continued support for students beyond graduation, particularly in their transition from academic training to professional practice. TWENTIETH CONGRESS OF THE REPUBLIC OF THE PHILIPPINES JUL -7 A9:00 First Regular Session SENATE Senate Bill No. 153 Introduced by Senator Erwin Tulfo AN ACT ESTABLISHING PROFESSIONAL REVIEW CENTERS FOR LICENSURE EXAMINATIONS IN STATE UNIVERSITIES AND COLLEGES (SUCS), AND APPROPRIATING FUNDS THEREFOR Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. Short Title. - This Act shall be known as the "SUCs

Professional Review Center Act of 2025."

SEC. 2. Declaration of Policy. - It is hereby declared the policy

of the State to protect and promote the right of all citizens to 6 quality and accessible education at all levels. The government shall 7 adopt measures to support aspiring professionals by institutionalizing 8 affordable and accessible review programs in State Universities and Colleges (SUCs).

SEC. 3. Establishment of Review Centers within SUCs. - All

SUCs shall establish or designate professional review centers within their campuses to provide quality and accessible review classes for all SUC graduates preparing for board examinations. These review centers 15 shall be open to all graduates of SUCs: Provided, that, priority shall be 16 given to those who demonstrate genuine need for assistance.

SEC. 4. Review Programs. - The review centers established

under this Act shall offer accessible and affordable review programs to all SUC students. These shall include options such as free review programs and discounted review rates. The review sessions may be conducted either online or through physical classes, depending on the availability of resources and the needs or preferences of the students.

SEC. 5. Coverage. - SUCs shall offer review programs for major

licensure administered by the Professional Regulation Commission (PRC), including but not limited to: a. Physician Licensure Examination b. Licensure Examination for Teachers (LET) c. Engineering Board Examinations d. Accountancy Licensure Examination e. Medical Technologist Licensure Examination f. Criminologist Licensure Examination g. Nursing Licensure Examination; and h. All other professionals requiring PRC license.

SEC. 6. Implementing Rules and Regulations. - Within thirty (30)

days from the effectivity of this Act, the Commission on Higher Education (CHED), in coordination with the Professional Regulation Commission (PRC), shall formulate the necessary implementing rules and regulations (IRR) of this Act

SEC. 7. Separability Clause. - Should any provision or part of

this Act be declared unconstitutional or invalid, the other provisions and parts hereof, insofar as they are separable from the invalid ones, shall remain in full force and effect.

SEC. 8. Repealing Clause. - All laws, decrees, orders,

proclamations, rules and regulations, or parts thereof, which are inconsistent with this Act are hereby repealed, amended, or modified accordingly.

SEC. 9. Effectivity. - This Act shall take effect fifteen (15) days

2 after its publication in the Official Gazette or in at least two (2) newspapers of general circulation. Approved
