No. _ Introduced by SENATOR CAMILLE VILLAR AN ACT FIXING THE VALIDITY PERIOD OF CERTIFICATES OF REGISTRATION OF MOTOR VEHICLES, AMENDING FOR THE PURPOSE SECTION 5 PARAGRAPHS (A) AND (B) AND SECTION 14 OF THE REPUBLIC ACT NO. 4136, OTHERWISE KNOW AS THE "LAND TRANSPORTATION AND TRAFFIC CODE" EXPLANATORY NOTE Article II, Section 9 of the 1987 Philippine Constitution states that, "The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all." Every year, millions of Filipinos line up at Land Transportation Office (LTO) branches just to renew the registration of their vehicles. This annual occurrence entails the use of precious time and resources, both financial and non-financial, by millions of motor vehicle owners. At present, Republic Act No. 4136, or the "Land Transportation and Traffic Code," enacted in 1964, remains the principal law governing the registration, operation, and regulation of motor vehicles in the Philippines. However, despite being in force for over six decades, certain provisions, particularly those prescribing the annual validity period for certificates of registration have not kept pace with technological advancements and modern vehicle standards.
This proposed measure seeks to extend the validity period of both original and renewed certificates of registration of motor vehicles. By doing so, it aims to reduce the burden on vehicle owners, enabling them to save time, money, and effort previously spent on yearly renewals. Likewise, it is anticipated that the government will benefit from decreased administrative costs associated with processing annual registrations. Section 1. Short Title. - This Act shall be known as the "Extended Motor Vehicle
2 Registration Act of 2025"
Sec. 2. All motor vehicles and other vehicles shall be registered. - Section 5,
paragraphs (a) and (b), of Republic Act No. 4136, as amended, are hereby further 5 amended to read as follows:
SEC. 5. ALL MOTOR VEHICLES AND OTHER VEHICLES MUST
BE REGISTERED. (A) NO MOTOR VEHICLE SHALL BE USED OR OPERATED ON OR UPON ANY PUBLIC HIGHWAY IN THE PHILIPPINES UNLESS IT IS DULY REGISTERED IN ACCORDANCE WITH THE PROVISIONS OF THIS ACT AND HAS A VALID CERTIFICATE OF REGISTRATION ISSUED FOR THE APPLICABLE REGISTRATION PERIOD PRESCRIBED HEREIN.
(B) ANY REGISTRATION OF MOTOR VEHICLE NOT RENEWED ON OR BEFORE THE DATE PROVIDED UNDER
SECTION 14 OF THIS ACT SHALL BECOME DELINQUENT
AND INVALID. THE SPECIFIC DATES OR PERIODS FOR THE FILING OF REGISTRATION OR RENEWAL APPLICATIONS SHALL BE DETERMINED AND ANNOUNCED BY IMPLEMENTING AGENCIES.
Sec. 3. Issuance of Certificates of Registration - Section 14 of Republic Act
No. 4136 is hereby amended to read as follows: "SECTION 14. Issuance of Certificates of Registration. - A properly numbered certificate of registration shall be issued for each separate motor vehicle after due inspection and payment of corresponding registration fees. A. VALIDITY OF CERTIFICATES OF REGISTRATION. - THE VALIDITY OF CERTIFICATES OF REGISTRATION IS FIVE (5) YEARS FOR BRAND-NEW MOTOR VEHICLES AND THREE (3) YEARS FOR BRAND-NEW MOTORCYCLES. B. RENEWAL OF CERTIFICATES OF REGISTRATION. - THE RENEWED CERTIFICATES OF REGISTRATION SHALL HAVE A VALIDITY PERIOD AS FOLLOWS: MOTOR VEHICLE'S AGE RENEWAL VALIDITY 1. 5-7 YEARS 3 YEARS 2. 8-9 YEARS 2 YEARS 3. 10 YEARS AND ABOVE 1 YEAR
MOTORCYCLE'S AGE RENEWAL VALIDITY 1. 3-7 YEARS 2 YEARS 2. 8 YEARS AND ABOVE 1 YEAR PROVIDED, THAT ALL VEHICLES SHALL REMAIN SUBJECT TO MANDATORY INSPECTIONS AND ROADWORTHINESS REQUIREMENTS AS MAY BE PRESCRIBED BY THE DEPARTMENT OF TRANSPORTATION (DOTR), IN COORDINATION WITH THE LAND TRANSPORTATION OFFICE (LTO). EVERY CERTIFICATE OF REGISTRATION SHALL BE VALID UNLESS SOONER REVOKED OR SUSPENDED."
Sec. 4. Implementing Rules and Regulations. - Within ninety (90) days from
the effectivity of this Act, the Department of Transportation, in coordination with the Land Transportation Office, shall promulgate the rules and regulations for its effective implementation.
Sec. 5. Separability Clause. - If any provision of this Act is held
unconstitutional or invalid, all other provisions not affected thereby shall remain valid.
Sec. 6. Repealing Clause. - All laws, decrees, executive orders, rules and
regulations, circulars, or parts thereof, which are inconsistent with this Act, are hereby repealed, amended or modified accordingly.
Sec. 7. Effectivity. - This Act shall take effect fifteen (15) days after its
publication in the Official Gazette or in a newspaper of general circulation in the Philippines. Approved,
