Tulfo AN ACT PROVIDING FOR THE PERMANENT APPOINTMENT OF BARANGAY TANOD MEMBERS WHO HAVE RENDERED AT LEAST ONE YEAR OF SERVICE IN THE UPGRADING THEIR BENEFITS AND BARANGAY GOVERNMENT, INCENTIVES, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES EXPLANATORY NOTE Barangay Tanods are recognized as the frontliners of peace and order in the community, playing a crucial role in maintaining public safety and supporting law enforcement at the barangay level. As the first line of responders in their communities, they respond to incidents ranging from petty crimes to serious emergencies, often serving as a bridge between residents and formal law enforcement agencies. Despite their significant responsibilities, Barangay Tanods frequently face inadequate resources and limited recognition yet still continue to serve with dedication, embodying the government's commitment to ensuring that every barangay remains safe and orderly. However, even with their indispensable service, Barangay Tanods are generally regarded as volunteers and are often compensated through minimal honoraria or allowances, depending on the financial capacity of their respective local government units. Such limited compensation contributes to high turnover and reduces the motivation of our Barangay Tanods who risk their lives daily in service to their communities.

This measure seeks to grant permanent appointment to Barangay Tanod members who have rendered at least one (1) year of continuous service, thereby recognizing their dedication and contribution to local governance. It further provides for the enhancement of their benefits and incentives, including a salary equivalent to Salary Grade 3, Christmas bonus, insurance coverage, free medical care, educational benefits for legitimate dependent children, and access to free legal assistance in cases arising from the performance of their duties. Through this legislation, the State reaffirms its constitutional mandate to promote social justice and ensure the welfare of those serving at the grassroots level of governance. By empowering Barangay Tanods to perform their duties with dignity, commitment, and efficiency, the measure aims to foster safer, more resilient communities nationwide. RAFFYT. TULF

Tulfo AN ACT PROVIDING FOR THE PERMANENT APPOINTMENT OF BARANGAY TANOD MEMBERS WHO HAVE RENDERED AT LEAST ONE YEAR OF SERVICE IN THE UPGRADING THEIR BENEFITS AND BARANGAY GOVERNMENT, INCENTIVES, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

Section 1. Short Title. - This Act shall be known as the "Barangay Tanod

2 Permanent Appointment Act of 2025".

Sec. 2. Declaration of Policy. - The State recognizes the Barangay Tanod, duly

4 created under the provision of the Local Government Code, as an indispensable instrument in barangay government, particularly in the latter's role in the maintenance and protection of peace and security and the promotion of public safety within the 7 barangay.

Sec. 3. Definition of Term. - As used herein, a Barangay Tanod, means a

brigade or body composed of civilian volunteers, duly created at the barangay level, to assist the barangay officials in the effective exercises of law enforcement for the maintenance of peace and order and the promotion of public safety. Barangay Tanod members refer to civilian volunteers, duly appointed by the sangguniang barangay, irrespective of the number thereof.

Sec. 4. Benefits and Privileges of Barangay Tanod under this Act. - Without in

any way diminishing the benefits and privileges already granted by the Local 16 Government and other related laws, a member of the Barangay Tanod who has

1 rendered continuous service for at least one year in any barangay shall, during his 2 incumbency be entitled to the following: 3 a. Salary equivalent to Salary Grade 3; 4 b. Christmas bonus equivalent to one month basic salary; 5 C. Insurance coverage which shall include, but not limited to, temporary and 6 permanent disability, double indemnity, accident insurance, death, and burial benefits; 7 d. Free medical care including subsistence, medicines, and medical attendance in any 8 government hospital or institution: Provided, That such hospital care shall include 9 surgery or surgical expenses, medicines, x-rays, laboratory fees, and other hospital expenses; e. Exemption during their incumbency from paying tuition and matriculation fees for their legitimate dependent children attending state colleges or universities. He may likewise avail of such educational benefits in a state college or university located within the province or city to which the barangay belongs; f. Free legal services from government lawyers for criminal and civil cases filed against him, arising from acts committed in the performance of his duties. Provided, that such legal services shall continue, even after the term of the barangay tanod member as long as the subject of the cases filed against him arises from acts committed in the performance of his duties; and

Sec. 5. Benefits and Privileges of Barangay Tanod under the Local Government

Code. - A Barangay Tanod member who is yet to render service as such, to any barangay for a period of one (1) year shall receive the benefits and privileges as mandated by the Local Government Code.

Sec. 6. Permanent Appointment of Barangay Tanod. - A Barangay Tanod

member serving continuously for at least one year in any barangay shall receive a permanent appointment.

Sec. 7. Appropriations. - Such sums as may be necessary for the

implementation of the provision of this Act is hereby authorized to be appropriated out of any funds in the National Treasury not otherwise appropriated. Thereafter, the amount needed to implement this Act shall be included in the annual General Appropriations Act of the Department of Interior and Local Government (DILG).

Sec. 8. Implementing Rules and Regulations. - The DILG shall promulgate the

2 rules and regulations necessary to implement the provisions of this Act within ninety (90) days from its effectivity.

Sec. 9. Separability Clause. - All general and special laws, acts, city or municipal

ordinances, executive orders, proclamations and administrative regulations, or parts thereof which are inconsistent with any provisions of this Act are hereby repealed or modified accordingly.

Sec. 10. Effectivity. - This Act shall take effect fifteen days after the completion

of its publication in the Official Gazette or in at least two (2) newspaper of general circulation. Approved,
