No. _ Introduced by Senator Jinggoy Ejercito Estrada AN ACT EXPANDING THE COVERAGE OF THE PANTAWID PAMILYANG PILIPINO PROGRAM, AMENDING CERTAIN SECTIONS OF REPUBLIC ACT NO. 11310, OTHERWISE KNOWN AS THE "PANTAWID PAMILYANG PILIPINO PROGRAM (4PS) ACT", AND FOR OTHER PURPOSES EXPLANATORY NOTE The Pantawid Pamilyang Pilipino Program (4Ps) was piloted in the country in 2007 as a conditional cash transfer program to improve human capital investment among the poorest Filipino families. It was officially launched and implemented on a larger scale in 2008 to alleviate poverty through a comprehensive intervention by the government. On April 17, 2019, Republic Act No. 11310 or the "Pantawid Pamilyang Pilipino Program (4Ps) Act" was signed into law. It aims to promote a just and dynamic social order to allow the citizens, especially the members of the marginalized sectors, to achieve better economic and social living conditions and an improved quality of life. As of May 2025, there are 3,802,650 active 4Ps household-beneficiaries, accounting for around 14% of the total households in the country.! Since 2019, the Program already helped a total of 677,658 household-beneficiaries to become self- sufficient; 1,013,769 youth to graduate from high school; and 476,289 children to graduate from elementary as of December 2024. former 4Ps beneficiaries also successfully passed the board exams, with 65 topnotchers in various licensure exams.? However, there are still numerous concerns on the implementation of the program. One of the primary concerns is the diminished value of the conditional cash transfer. A study of the Congressional Policy and Budget Research Department (CPBRD) entitled, "From Diminished to De Minimis: The Declining Value of the Pantawid Pamilyang Piipino Program Conditional Cash Transfers" published in 2024 revealed that, "Truly, the 4Ps cash transfer amounts have been diminished across time. The erosion of its value when adjusted for inflation is significant, at 21.6% of the estimated P31,200 annual maximum for a fully-compliant household with one child each in elementary, junior high school, and senior high school. By 2025, the value loss for the bottom 30% households would have been P9,370 in a year, or 30%, almost equivalent to the 2023 monthly food threshold for a family of five. Per DSWD's projection, the remaining value left by 2028 will be about "67.6% of what they used to (be) in 2019". 3 In terms of capacitating the members of the household-beneficiaries, the Department of Social Welfare and Development (DSWD) stated in the 4Ps website that, "only 10% of the 4Ps adult members are high school graduates. They have low human capital (educational attainment and entrepreneurial knowledge and skills) that is why they cannot be employed in decent paying jobs (that usually require a high school diploma) and they cannot sustain productive types of self-employment or livelihood. " This highlights the need to capacitate the adult members through education that will empower them to sustain the benefits of the program. Further, systems and processes still need to be improved. Pantawid Pamilyang Pilipino Program (4Ps) between 2014 and 2022. The data showed that most complaints were related to delayed payments, system inefficiencies, and a lack of public awareness that continue to affect the delivery of cash aid to poor households. "5 The proposed "Expanded Pantawid Pamilyang Pilipino Program (E4Ps) Act" seeks to make the 4Ps more comprehensive and inclusive through the incorporation of the following: • three (3) years additional retention period in the program for household- beneficiaries who remain poor after the seven-year period; in relation to this, the maximum age of covered members is increased from eighteen (18) years to twenty two (22) years; • inclusion as eligible beneficiaries of households with undernourished children aged zero (0) to six (6) years; • adult education as a condition for entitlement for the program. Community mobilization grant will be provided to cover the meals and transportation expenses of those taking adult education; • increase in the amount of conditional cash transfer to beneficiaries; • inclusion in the coverage of conditional cash transfer grant of the following: • children enrolled in technical-vocational education and training or higher education; • food and nutrition grant; • prioritization of food poor to be qualified as household-beneficiaries; • provision of after-care program for exiting beneficiaries; and • institutionalization of grievance mechanism. Section 1. Short Title. - This Act shall be known as the "Expanded Pantawid

Pamilyang Pilipino Program (E4PS) Act .

Sec. 2. Section 2 of Republic Act No. 11310 is hereby amended to read as

4 follows: "Sec. 2. Declaration of Policies. -x x x "xxx: "(a) xxx "Xxx (g) Improve maternal health; [and] (h) Ensure healthy lives and promote well-being for all [:] ; AND "(I) PROMOTE EDUCATION AMONG ADULT BENEFICIARIES THROUGH ALTERNATIVE LEARNING SYSTEM, ENTREPRENEURSHIP TRAINING, AND EMPLOYMENT TRAINING TO ACHIEVE SUSTAINABLE DEVELOPMENT."

Sec. 3. Section 4 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 4. The Pantawid Pamilyang Pilipino Program (4Ps). - The Pantawid Pamilyang Pilipino Program (4Ps) is the national poverty reduction strategy and a human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven (7) years, to improve the health, nutrition and education aspect of their lives [-]: PROVIDED, HOWEVER, THAT HOUSEHOLD-BENEFICIARIES WHO ARE STILL POOR AFTER THE LAPSE OF THE MAXIMUM PERIOD, AS DETERMINED BY THE LATEST ASSESSMENT USING THE ADOPTED STANDARDIZED TARGETING SYSTEM, SHALL REMAIN IN THE PROGRAM FOR A MAXIMUM PERIOD OF THREE (3) YEARS. The National Advisory Council (NAC) may recommend a longer period under exceptional circumstances."

Sec. 4. Section 6 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 6. Eligible Beneficiaries. - Farmers, fisherfolks, homeless families, indigenous peoples, those in the informal settler sector, HOUSEHOLDS WITH UNDERNOURISHED CHILDREN AGED ZERO (0) TO SIX (6), and those in geographically isolated and disadvantaged areas including those in areas without electricity shall be automatically included in the standardized targeting system to be conducted by the DSWD: Provided, That to be eligible for the cash grants, households or families must meet the following criteria: "(a) Classified as poor and near-poor based on the Standardized Targeting System and the poverty threshold issued by the Philippine Statistics Authority (PSA) at the time of selection;

"(b) Have members who are aged zero (0) to [eighteen (18)] TWENTY TWO (22) years old or have members who are pregnant at the time of registration; and "(c) Willing to comply with the conditions specified by this Act."

Sec. 5. Section 7 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 7. Conditional Cash Transfer to Beneficiaries. -The Advisory Council shall determine the amount of conditional cash transfer to beneficiaries with the following schemes: "(a) Conditional cash transfer grant per child enrolled in day care and elementary programs shall not be lower than [Three] FIVE hundred pesos [(₽300.00)] P500.00 per month per child for a maximum of ten (10) months per year; "(b) Conditional cash transfer grant per child enrolled in junior high school shall not be lower than [Five] SEVEN hundred pesos [($500.00)] P700.00 per month per child for a maximum of ten (10) months per year; "(c) Conditional cash transfer grant per child enrolled in senior high school shall not be lower than [Seven] NINE hundred pesos [(₽700.00)] P900.00 per month per child for a maximum of ten (10) months per year; [and] "(D) CONDITIONAL CASH TRANSFER GRANT PER CHILD ENROLLED IN TECHNICAL-VOCATIONAL EDUCATION AND TRAINING OR HIGHER EDUCATION SHALL NOT BE LOWER THAN NINE HUNDRED PESOS (P900.00) PER MONTH PER CHILD FOR A MAXIMUM OF TEN (1) MONTHS PER YEAR; "[(d)] (E) Health [and nutrition] grant shall not be lower than [Seven hundred fifty pesos (P750.00)] ONE THOUSAND PESOS (P1,000.00) per month for a maximum of twelve (12) months per year [-] ;

"(F) FOOD AND NUTRITION GRANT SHALL NOT BE LOWER THAN ONE THOUSAND PESOS (P1,000.00) PER MONTH FOR A MAXIMUM OF TWELVE (12) MONTHS PER YEAR; AND "(G) THE COMMUNITY MOBILIZATION GRANT, WHICH REFERS TO A CONDITIONAL CASH TRANSFER THAT IS USED TO FINANCE MEALS AND TRANSPORTATION EXPENSES RELATED TO THE AVAILMENT OF ADULT EDUCATION UNDER THIS ACT, MUST NOT BE LOWER THAN FIVE HUNDRED PESOS (P500.00) PER MONTH." "The health [f], FOOD, AND nutrition grant component aims to promote healthy practices and family development, improve the health nutritional status of pregnant and post-partum mothers, infants and young children, and increase the use of health services by the household-beneficiary. The health grant is a fixed amount and does not depend on the number of members in the household. "THE FOOD AND NUTRITION GRANT AIMS TO ADDRESS, IF NOT ERADICATE MALNUTRITION BY EMPOWERING POOR HOUSEHOLDS TO PURCHASE HEALTHY AND NUTRIRIOUS FOOD AS PRESCRIBED IN THE PINGGANG PINOY BASED ON KUMAINMENT OR NUTRIRIONAL GUIDELINES FOR FILIPINOS (OR ANY FUTURE GUIDELINES THAT MAY BE ISSUED BY THE NATIONAL NUTRITION COUNCIL. "AN APPROPRIATE MONITORING AND EVALUATION SYSTEM SHALL BE ESTABLISHED BY DSWD AND RELEVANT AGENCIES SUCH AS THE NATIONAL NUTRITION COUNCIL. TO ENSURE THAT THE FOOD AND NUTRITION GRANT IS USED FOR THE PURPOSE AS PROVIDED FOR IN THIS LAW, DSWD MAY ISSUE IT IN THE FORM OF FOOD VOUCHER OR SIMILAR FORM IN THE

CORRESPONDING AMOUNT, UNLESS CASH IS STILL OBSERVED TO BE THE MORE EFFICIENT WAY OF DISTRIBUTION."

Sec. 6. Section 10 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 10. Periodic Assessment. - xxx "The amounts indicated in Section 7 of this Act shall be made available to the qualified household-beneficiaries during the first three (3) years of the implementation of this Act: Provided, That every [six (6) years] YEAR after the effectivity of this Act, the PIDS shall recommend to the NAC whether the cash grants shall be adjusted to its present value using the consumer price index, as published by the PSA: Provided, further, That the NAC shall ensure that the grant amounts are sufficient to make a positive impact on the health, nutrition, and education of the beneficiaries and are timely received and spent by the beneficiaries."

Sec. 7. Section 11 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 11. Conditions for Entitlement. - ALL QUALIFIED HOUSEHOLD-BENEFICIARIES CLASSIFIED AS FOOD POOR BASED ON THE SUBSISTENCE THRESHOLD ISSUED BY THE PSA AT THE TIME OF THE SELECTION SHALL BE PRIORITIZED IN THE SELECTION PROCESS OF BENEFICIARIES. All qualified household-beneficiaries shall comply with all of the following conditions as a requirement for continued program eligibility: "(a) Pregnant women must avail of pre-natal services, give birth in a health facility attended by a skilled health professional, and receive post-partum care and post-natal care for her newborn;

"(b) Children zero (0) to five (5) years old must receive regular preventive health and nutrition services including check-ups and vaccinations; "(C) CHILDREN WHO ARE UNDERNOURISHED MUST UNDERGO MONTHLY MONITORING AND EVALUATION OF NUTRITION INDICATORS AS FACILITATED BY RESPECTIVE BARANGAY NUTRITION SCHOLARS OR LOCAL HEALTH UNITS; "(D) THE FOOD AND NUTRITION GRANT IS A FIXED AMOUNT AND DOES NOT DEPEND ON THE NUMBER OF MEMBERS IN THE HOUSEHOLD; "[(c)] (E) Children one (1) to fourteen (14) years old must avail of deworming pills at least twice a year; "[(d)] (F) (d) Children three (3) to four (4) years old must attend day care or pre-school classes at least eighty-five percent (85%) of them time; "[(e)] (G) Children five (5) to eighteen (18) years old must attend elementary or secondary classes at least eighty-five percent (85%) of their time; [and] "(H) CHILDREN ENROLLED IN TECHNICAL- VOCATIONAL EDUCATION AND TRAINING OR HIGHER EDUCATION MUST ATTEND CLASSES AT LEAST EIGHTY- FIVE PERCENT (85%) OF THEIR TIME; "I(A)] (I) At least one (1) responsible person must attend family development sessions conducted by the DSWD, at least once a month [-1; "(J) AT LEAST ONE (1) ADULT BENEFICIARY MUST JOIN AND COMPLETE ANY OF THE FOLLOWING TRACKS: "(1) NON-FORMAL EDUCATION THROUGH THE ALTERNATIVE LEARNING SYSTEM (ALS) TRACK OF THE DEPARTMENT OF EDUCATION (DEPED). THE ALS TRACK REFERS TO A PARALLEL LEARNING SYSTEM THAT

PROVIDES A VIABLE ALTERNATIVE TO THE EXISTING FORMAL EDUCATION INSTRUCTION AND ENCOMPASSES BOTH NON-FORMAL AND INFORMAL SOURCES OF KNOWLEDGE AND SKILLS; "(2) ENTREPRENEURSHIP TRACK OF THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) AND DSWD. THIS REFERS TO INTERVENTIONS WHICH FOCUS ON THE ESTABLISHMENT OF MICRO-ENTERPRISE THROUGH ENHANCEMENT OF SKILLS, PROVISION OF FINANCIAL CAPITAL AND BUILDING OR RE-BUILDING PHYSICAL AND NATURAL ASSETS, AND WHICH COVERS PRODUCT DEVELOPMENT, MARKETING, AND BASIC BUSINESS FINANCE; OR "(3) EMPLOYMENT TRACK OF THE TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY (TESDA) OR THEIR ACCREDITED PRIVATE SECTOR AND CIVIL SOCIETY ORGANIZATIONS. THIS REFERS TO PROGRAMS THROUGH WHICH LEARNERS AND WORKERS ARE PROVIDED WITH LEARNING OPPORTUNITIES TO ACQUIRE, UPGRADE, OR BOTH, THEIR ABILITY, KNOWLEDGE AND BEHAVIOR PATTERN REQUIRED AS QUALIFICATIONS FOR A JOB OR RANGE OF JOBS IN A GIVEN OCCUPATIONAL AREA. "THE AVAILMENT OF ADULT EDUCATION SHALL COMMENCE ON THE SECOND YEAR OF ENROLLMENT IN THE 4PS. AS USED IN THIS ACT, ADULT EDUCATION REFERS TO INTERVENTIONS THAT IMPROVE TECHNICAL OR PROFESSIONAL QUALIFICATIONS, FURTHER DEVELOP ABILITIES, ACQUIRE OR ENRICH KNOWLEDGE, SKILLS AND COMPETENCE IN A NEW FIELD THROUGH ALTERNATIVE LEARNING SYSTEM TRACK, ENTREPRENEURSHIP TRACK OR EMPLOYMENT TRACK.

"Any or all of the conditions for entitlement may be suspended by the DSWD Secretary during times of calamities, war and armed conflicts."

Sec. 8. Section 13 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 13. [Livelihood] POST SKILLS TRAINING Interventions. - [Qualified] THE ADULT EDUCATION [household-] beneficiaries shall be given priority in the availment of the modalities and interventions [under DSWD's Sustainable Livelihood Program (SLP) or other appropriate or similar programs offered by other government agencies or accredited private institutions.] OF THE GOVERNMENT PROGRAMS AFTER THE COMPLETION OF THEIR SELECTED TRACK OF ADULT EDUCATION. "A) ADULT EDUCATION BENEFICIARIES WHO SUCCESSFULLY COMPLETED THE ENTREPRENEURSHIP TRACK SHALL BE GIVEN ASSISTANCE BY THE DTI TO ENSURE EASE OF ESTABLISHING A MICRO OR SMALL BUSINESS ENTERPRISE AND THE LINK TO THE TARGET CLIENTELE OF THE 4PS ENTREPRENEUR. "B) ADULT EDUCATION BENEFICIARIES WHO SUCCESSFULLY COMPLETED THE EMPLOYMENT TRACK SHALL BE GIVEN JOB FACILITATION ASSISTANCE BY THE DEPARTMENT OF LABOR AND EMPLOYMENT. "C) ADULT EDUCATION BENEFICIARIES WHO SUCCESSFULLY COMPLETED NON-FORMALE EDUCATION USING THE ALS TRACK BY THE DEPED UNTIL THEY FINISH SENIOR HIGH SCHOOL SHALL BE GIVEN ASSISTANCE TO ENSURE THEIR PURSUIT OF HIGHER LEARNING OR EMPLOYMENT. "[The household beneficiary shall also be given priority in the availment of the employment facilitation services provided by the

SLP or other employment programs of appropriate government agencies implementing the same.]"

Sec. 9. A new Section 13-A shall be inserted after Section 13 of Republic Act

No. 11310 and shall read as follows: "SEC. 13-A. AFTER-CARE PROGRAM FOR EXITING BENEFICIARIES. - THE DSWD SHALL COLLABORATE WITH THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE), DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG), AND OTHER AGENCIES OF GOVERNMENT AND THE PRIVATE SECTOR IN THE PROVISION OF POST SERVICES INTERVENTION THROUGH A PACKAGE OF SUPPORT SERVICES TO EXITING AND GRADUATED HOUSEHOLDS, WHICH SHALL BE PROVIDED AS PART OF THE SUSTAINABILITY PROGRAM FOR 4PS BENEFICIARIES WITH THE AIM OF REDUCING POVERTY AND VULNERABILITY. "THE DEPARTMENT OF HEALTH (DOH), DEPED, COMMISSION ON HIGHER EDUCATION (CHED), TESDA, DTI, AND DOLE SHALL FACILITATE AND ADDRESS THE IDENTIFIED SUPPLY-SIDE GAPS AND CONCERNS FOR HEALTH, NUTRITION, EDUCATION, LIVELIHOOD, AND EMPLOYMENT IN A TIMELY MANNER TO ENABLE THE BENEFICIARIES SUSTAIN THE GAINS OF THE PROGRAM. THEY SHALL DESIGN APPROPRIATE PROGRAMS, SERVICES, AND INTERVENTIONS TO VULNERABLE GROUPS AND SECTORS WITHIN THE 4PS SUCH AS, BUT NOT LIMITED TO, WOMEN, PERSONS WITH DISABILITIES, INDIGENOUS PEOPLES (IPS), ESPECIALLY THOSE IN GEOGRAPHICALLY ISOLATED AND DISADVANTAGED AREAS. "ALL PROVINCES, CITIES, AND MUNICIPALITIES SHALL ENACT A COMPREHENSIVE LOCAL SOCIAL

PROTECTION ORDINANCE, WHICH SHALL MANDATE THE DELIVERY OF ADEQUATE SOCIAL PROTECTION SERVICES FOR 4PS HOUSEHOLDS AFTER THEIR GRADUATION FROM THE PROGRAM. THEY SHALL INCLUDE 4PS-RELATED PROGRAMS AND ACTIVITIES IN THEIR BUDGET ALLOCATION THROUGH THE ANNUAL INVESTMENT PLAN (AIP), COMPREHENSIVE DEVELOPMENT PLAN (CDP) AND/OR LOCAL POVERTY REDUCTION ACTION PLAN (LPRAP) TO COMPLEMENT THE IMPLEMENTATION OF THE 4PS PROGRAM."

Sec. 10. A new Section 13-B shall be inserted after the new Section 13-A of

Republic Act No. 11310, which shall read as follows: "SEC. 13-B. GRIEVANCE MECHANISM. - A GENDER- SENSITIVE AND INDIGENOUS PEOPLES-RESPONSIVE GRIEVANCE REDRESS SYSTEM (GRS) SHALL BE ESTABLISHED AT THE NATIONAL, REGIONAL, PROVINCIAL, AND CLUSTER LEVELS AS A MECHANISM TO ADDRESS GRIEVANCES RELATIVE TO THE IMPLEMENTATION OF THE PROGRAM, ESSENTIALLY ENSURING THAT ITS GOALS AND OBJECTIVES ARE ACHIEVED. THE SYSTEM SHALL BE A VENUE WHERE BOTH THE QUALIFIED HOUSEHOLD-BENEFICIARIES AND THE GENERAL PUBLIC CAN REPORT THEIR GRIEVANCES FOR RESOLUTIONS. THE GRS IS A GUIDE FOR PROGRAM STAFF ON HANDLING AND RESOLVING GRIEVANCES THAT INVARIABLY EMERGE IN THE PROGRAM IMPLEMENTATION. "THE PERIOD FOR RESOLVING GRIEVANCES SHALL BE BASED ON THE EXISTING GUIDELINES OF THE DSWD 4PS GRS. IN CASE OF DOUBT, IT SHALL BE RESOLVED IN FAVOR OF THE QUALIFIED HOUSEHOLD-BENEFICIARY.

"THE GRIEVANCE RESOLUTION STANDARDS AND INDICATORS OUTLINED IN PANTAWID PAMILYANG PILIPINO PROGRAM NATIONAL ADVISORY COUNCIL (NAC) RESOLUTION NO. 4, SERIES OF 2020, AND IN ANY SUBSEQUENT ISSUANCES, SHALL BE OBSERVED. "TO ENSURE THE EFFECTIVE AND EFFICIENT IMPLEMENTATION OF THE GRS, THE DSWD SHALL: "(A) DEVELOP A GRS SUB-OPERATIONS MANUAL TO BE APPROVED BY THE 4PS NATIONAL PROJECT DIRECTOR. THE MANUAL SHOULD SPECIFY THE PROCESSES AND STEPS, INCLUDING THE TIMELINE OF GRIEVANCE HANDLING; "(B) CAPACITATE GRIEVANCE OFFICERS, STAFF, BENEFICIARIES, AND PARTNER AGENCIES AND INSTITUTIONS TO EFFECTIVELY IMPLEMENT THE GRS; "(C) MAINTAIN AND CONTINUOUSLY IMPROVE DATA MANAGEMENT, INCLUDING VALIDATION OF ADMINISTRATIVE DATA TO PREVENT DATA ISSUES SUCH AS MISSING DATA, NON-STANDARDIZED AND INVALID ENTRIES; "(D) PERFORM REGULAR DATA QUALITY CHECK AND USE OFF-THE-SHELF CUSTOMER RELATIONSHIP MANAGEMENT SYSTEMS (CRMS) TO MANAGE GRIEVANCE DATA; "(E) ENSURE THAT ALL BENEFICIARIES, ESPECIALLY THOSE THAT ARE RECENTLY REGISTERED, ARE INFORMED OF THE KEY GRS PROCEDURES, AND ARE REGULARLY PROVIDED WITH INFORMATION AND UPDATES THROUGH VARIOUS FORA AND PLATFORMS, BOTH PHYSICAL AND DIGITAL; "(F) PREPARE AN ANNUAL REPORT ON THE CLIENT SATISFACTION OF THE IMPLEMENTATION OF THE 4PS

GRS AND THE WHOLE PROGRAM, AND SHALL MAKE IT AVAILABLE IN ITS OFFICIAL WEBSITE."

Sec. 11. Section 22 of Republic Act No. 11310 is hereby amended to read as

follows: "Sec. 22. Appropriations.— [The amount necessary to carry out the provisions of this Act shall be charged against those authorized in the current and subsequent General Appropriations Act.] THE ANNUAL APPROPRIATIONS OF THIS ACT SHALL NOT BE LESS THAN THE TOTAL AMOUNT CORRESPONDING TO THE MAXIMUM CONDITIONAL CASH GRANTS ENTITLED TO EACH HOUSEHOLD BENEFICIARIES MULTIPLIED BY THE ACTUAL NUMBER OF ACTIVE BENEFICIARIES AS DETERMINED BY THE DSWD FOR THE FISCAL YEAR. "BUDGET FLOOR=(MAXIMUM ANNUAL CONDITIONAL CASH GRANT PER BENEFICIARY HOUSEHOLD) X (NUMBER OF ELIGIBLE HOUSEHOLD BENEFICIARIES) "THIS BUDGET FLOOR SHALL NOT PRECLUDE CONGRESS FROM ALLOCATING A HIGHER AMOUNT FOR EXPANDING SERVICES, ADMINISTRATIVE COSTS, OR PROGRAM INNOVATIONS CONSISTENT WITH THE OBJECTIVE OF THE 4PS ACT."

Sec. 12. Separability Clause. - If any provision or part hereof is held invalid

or unconstitutional, the remainder of the law or the provision or part not otherwise affected shall remain valid and subsisting.

Sec. 13. Repealing Clause. - Any law, presidential decree or issuance,

executive order, letter of instruction, administrative order, rule, or regulation contrary to or inconsistent with the provisions of this Act are hereby repealed, modified, or amended accordingly.

Sec. 14. Effectivity. - This Act shall take effect fifteen (15) days after its

publication in the Official Gazette or in a newspaper of general circulation. Approved,
