MARCOS DECLARING THE MINDANAO CIVIC CENTER COMPLEX LOCATED IN THE MUNICIPALITY OF TUBOD, PROVINCE OF LANAO DEL NORTE, A SPORTS TOURISM DESTINATION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES EXPLANATORY NOTE Article II, Section 17 of the 1987 Philippine Constitution mandates that "the State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development." The Mindanao Civic Center (MCC) Complex in Tubod, Lanao del Norte, is a premier 71-hectare integrated sports facility. It is equipped with a 14,000-seat stadium, gymnasium, swimming pool, hotel, cafeteria, oval and other sports facilities. The MCC Complex has hosted major national and international events, including the Palarong Pambansa and numerous motocross competitions, bringing athletes and tourists from all over the world to the province. This demonstrates its immense Hence, this measure seeks to declare MCC Complex located in the Municipality of Tubod, Province of Lanao del Norte as a sports tourism destination. Declaring the MCC Complex will attract further investment, improve its facilities, and create significant economic opportunities for the residents of Lanao del Norte. This measure will also provide the necessary support to ensure that MCC will realize its full potential as a world-class sports venue. MARCOS AN ACT DECLARING THE MINDANAO CIVIC CENTER COMPLEX LOCATED IN THE MUNICIPALITY OF TUBOD, PROVINCE OF LANAO DEL NORTE, A SPORTS TOURISM DESTINATION, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:

SECTION 1. Establishment. - The Mindanao Civic Center (MCC) Complex

2 located in the Municipality of Tubod, Province of Lanao del Norte, known for its world- 3 class facilities for sports and sports events, is hereby declared a sports tourism 4 destination. Pursuant thereto, its development shall be prioritized and supported by 5 the Department of Tourism (DOT), subject to the rules and regulations governing the 6 development of tourism destinations.

Sec. 2. Tourism Development Plan. - Within one (1) year after the approval of

8 this Act, the local government of Tubod, in coordination with the DOT and other • concerned government agencies, shall prepare a comprehensive Tourism Development Plan for the MCC Complex, which shall include the construction, installation, and maintenance of appropriate infrastructure and facilities thereto.

Sec. 3. Role of Government Agencies. - The DOT, in coordination with the local

government of Tubod and other concerned government agencies, shall provide technical assistance, training, and other support to enhance tourism capacity building. It shall also include and feature the MCC Complex in its national and regional promotion programs.

Sec. 4. Appropriations. - The Secretary of Tourism shall include the

implementation of this Act in the Department's program, the funding of which shall be included in the annual General Appropriations Act (GAA).

Sec. 5. Implementing Rules and Regulations. - Within sixty (60) days from the

s effectivity of this Act, the DOT, in consultation with the local government of Tubod and other concerned government agencies, shall promulgate rules and regulations for the proper implementation of this Act.

Sec. 6. Effectivity. - This Act shall take effect after fifteen (15) days following its

publication in the Official Gazette or in a newspaper of general circulation. Approved,
